Chemonics seeks a Finance Manager for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden and moving Tanzania closer to malaria elimination.

The Finance Manager will implement and manage all aspects of project accounting and financial management with input from the DCOP-Operations. They carry out both the day-to-day and strategic financial administration of the project in compliance with USAID regulations and the contract signed by USAID and Chemonics, as well as applicable local laws and regulations.

Responsibilities:

  • Ensure that the program’s financial practices abide by US government accepted accounting procedures, USAID rules and regulations, Chemonics’ policies and procedures, and Tanzanian laws.
  • Analyze activity’s cash flow, monitoring project bank account balances, composing or reviewing wire transfer requests, and completing or reviewing monthly bank reconciliations. Maintain relationships with banking institutions.
  • Support in the preparation of activity-based budgets. Conduct monthly financial forecasting analysis, and budgeting of expenditures for each project unit in collaboration with technical unit directors.
  • Monitor the project’s payment tracker to ensure that invoices are paid in a timely manner.
  • Supervise accounting cycle, review and prepare documentation for all payment transactions, including but not limited to verifying procurement documentation, completing the payment request form, completing data entry/preparing ABACUS vouchers, and writing checks/preparing online banking transactions.
  • Verify and ensure completeness of supportive documentation for payments before they are sent to a project signatory for approval.
  • Prepare payroll each month and review salary receipt/payroll forms, as well as withholdings and employer contributions according to income tax authority.
  • Review travel authorization and advance requests (TAARs) and reconcile TAARs against expense reports.
  • Ensure all financial documentation is both filed in hard copy and scanned and saved in project digital files, ensuring that all vouchers are in order, have a completed and compliant checklist, and have bank slips/copy of checks/bank transfers attached.
  • Facilitate provision of information and documentation during audits and field compliance reviews; address recommendations from auditors and specialists within a timely manner as agreed upon with project leadership.
  • Review the VAT tracker and VAT reimbursement documentation; take the necessary steps to obtain full VAT reimbursement.
  • Maintain confidentiality of financial records.
  • Review the work completed by supervisees to ensure that it is completed correctly and in compliance with Chemonics’ procurement policies and best practices. Train and provide capacity building support to supervisee(s), as needed.
  • In collaboration with the Subcontractor and Procurement Specialist, execute capacity building measures as it relates to financial management for local subcontractors.
  • Perform other duties as assigned by the Deputy Chief of Party for Operations or his/her designee.

Required Qualifications:

  • Bachelor’s degree in accounting or relevant field, additional accounting certifications preferred.
  • Minimum of seven (7) years of experience in accounting.
  • Previous experience establishing and managing project finance and accounting procedures in compliance with USAID rules and regulations.
  • Knowledge and experience working with Tanzanian law and regulations regarding finance, taxation, and payroll processing and reporting.
  • Experience using mobile money platforms preferred.
  • Previous experience tracking VAT expenses and compiling VAT reimbursement documentation preferred.
  • Prior experience building the capacity of local organizations as it relates to financial management.
  • Computer skills, particularly in MS Office software, including Word and Excel.
  • Excellent interpersonal and communication skills, with demonstrated ability to communicate effectively with non-finance staff to explain finance principles and requirements.
  • Fluency in English required, Swahili desirable.
