JOB CONTEXT:
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). Now in 2022, HI is implementing these activities in 6 governorates (Amanat Al Asimah, Hajjah, Al Hodeidah, Taizz, Aden and Lahj governorates) from 14 health facilities and rehabilitation centres.
In parallel, HI is implementing inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through coordination system and the Inclusion Task Force in Yemen, and through technical support and capacity development to UN agencies, NGO’s and increasingly to networks and focal points of persons with disabilities, and awareness raising activity with communities. In addition, HI has started to implement humanitarian mine action activities in the south of Yemen from 2022.
In 2023, the volume of budget was 7-8 million Euros and there are around 130 staffs in the mission. Our mains donors, external partners are ECHO, SDC, GFFO, YHF, CDCS, GIZ.
YOUR MISSION:
The Finance Manager (FM) is responsible for leading the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and steering and operational financial management within his/her area of responsibility.
She/he is the focal person for the Country Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility. She/he supports the Compliance department in their responsibilities towards donors’ and national audits, administrative and legal matter when there’s a link with finance department.

o Ensuring accounts management
o Ensuring the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations
o Ensuring cash-flow management.

CHARACTERISTICS OF THE POSITION:
The position is based in Sana’a – Yemen. In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.
Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts..
