To implement MCBP World Bank projects effectively and efficiently, we need Financial Management processes to enable the delivery of services based on World Bank and WFP requirements.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Under the overall guidance and direct supervision of the Finance Officer, the National Finance Officer will be responsible for:
  • Provide procedural and technical support within the areas of MCBP World Bank projects to ensure compliance with WFP financial policies, rules and regulations.   
  • Support the development and implementation of financial policies and procedures for MCBP projects and assist in setting up and implementing proper accounting procedures, systems and internal controls.  
  • Review and implement WFP financial policies and provide guidance to Implementing Partners (CP) and Third Party Monitoring (TPM) involved in MCBP project implementation.
  • Provide budget codes for MCBP projects.
  • To ensure funds are transferred to the Cooperating Partners (CPs) as per the agreed plan and approved budget in the signed Field Level Agreement (FLA).
  • Review the monthly reconciliation reports of Cooperating Parties (CPs) (e.g., monthly statement of expenditure summary, bank statement reconciliation, etc.) as per WFP procedures and policies.
  • Keep accurate records for all transactions and ensure transactions meet IPSAS requirements.
  • Attend the meetings with Work Bank when or as required. 
  • Prepare monthly and or quarterly financial reports and participate in financial audits for MCBP projects. 
  • Review  and provide input into the Financial TPMA every four months review of CPs financial report to 
  • Draft or prepare correspondences to respond to enquiries with respect to relevant MCBP World Bank project matters
  • Any other tasks that may be required to support the finance function

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Finance, Business Administration, Accounting or related fields
  • Or First University degree in the same subject(s) with additional years of related work experience or membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Minimum Experience:

  • Minimum one year of postgraduate professional experience in finance, business administration, and/or grant management. Previous experience working with CBT or similar interventions in the humanitarian sector is desirable, especially in the emergency context.  

Desirable Work Experience:

  • Professional experience in the financial services industry is an advantage.

Knowledge and Skills:

  • Ability to assimilate and analyze complex issues to assist in developing strategies and policies.
  • Excellent analytical and numerical skills.
  • Ability to develop and maintain effective work relationships with different stakeholders in the office and externally
  • Strong ethics, with an ability to manage confidential data. 
  • Solid knowledge of financial and accounting procedures.
  • Excellent written and oral communication skills in English.

Language:

  • Fluency in spoken and written English, Pashto and Dari is required.
