Overview of Role

As the Finance Officer for the Somalia programme, you will play a crucial role in overseeing various financial activities. Reporting directly to the Head of Support Services, your responsibilities include ensuring compliance with financial policies and procedures, managing payroll, maintaining financial records, and supporting the overall financial management of the programme. This role involves collaboration with multiple stakeholders within the Somalia programme, including logistics and HR functions, and programme staff.

Key Responsibilities

1. Financial Documentation and Compliance:

  • Ensure completeness, accuracy, and approval of payment requests in compliance with programme SOPs.
  • Maintain compliance with MAG’s chart of accounts and donor budgets.
  • Ensure day-to-day transactions comply with MAG and donor policies and procedures.
  • Prepare regular reconciliations of cash and bank balances.
  • Manage and release payments according to schedules.
  • Follow up and reconcile cash advances given to MAG employees.
  • Assist in ensuring compliance with statutory payment requirements and deductions.
  • Manage the petty cash system and ensure the float is replenished when required.
  • Assist with audit document preparation and address audit queries.

2. Payroll Management:

  • Process payroll data in collaboration with the HR department, including timesheets and salary adjustments.
  • Maintain accurate payroll records and validate payroll totals.
  • Produce monthly payroll reports, analyse payroll costs, and review them with the Head of Support Services.
  • Process salary payments to staff.
  • Manage income tax payments and liaise with relevant authorities.

3. Balance Sheet Reconciliations:

  • Complete monthly balance sheet reconciliations and provide explanations for variances.
  • Ensure timely completion of monthly bank reconciliations.

4. Financial Recordkeeping and Journal Entries:

  • Maintain comprehensive accounting records and post journal entries on MAG’s financial management systems.
  • Assist in preparing internal and external financial reports.
  • Organize and maintain all financial documents systematically for easy access and retrieval.

5. General Duties:

  • Work within the framework of MAG’s core values, promoting its ethos and mission statement.
  • Contribute to achieving programme and/or department business plan objectives.
  • Ensure familiarity with and adhere to all MAG policies and procedures.
  • Undertake and apply learning from appropriate training and development programs.
  • Be prepared for occasional travel, possibly to different provinces or regions within Somalia.

Requirements and Qualifications:

  • At least a diploma certificate.
  • Strong understanding of general accounting principles.
  • Excellent proficiency in MS Office, especially MS Excel.
  • Excellent written and spoken Somali and good written and spoken English.
  • Exceptional attention to detail.
  • High level of honesty and integrity.
  • Respect for MAG internal policies and requirements.
  • Teamwork-oriented.
