JOB SUMMARY

 

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is looking for a highly qualified Finance Officer.

About the job

Supports in all daily financial issues for Algeria Libya and Tunisia Operation, responsible for processing transactions and recording them in the standardized DRC cashbook.

This includes internal program audit and ensuring overall financial compliance, and monthly financial analysis.

The job is based in Tunis with 20% travel to field offices.

 

Bank and Cash transactions:

  • Ensure all payments (Bank & Cash) are made timely and in accordance with the existing DRC forms.
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly.
  • Verifying that any transaction is supported by proper supporting documentations as per DRC’s financial rules and regulation and proper authorization is obtained prior releasing a payment.
  • Support in review of monthly payroll and disbursing the payroll.
  • Prepare the bank payments and liaise with the bank.
  • Monitor bank balance and assist Finance Manager / Support Service Manager in maintaining sufficient balance in country.
  • Ensure to update cashbooks on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies.
  • Manage petty cash and clear cash advances upon request.
  • Request for bank transfer from HQ twice a month or on a monthly basis which includes collecting the needed information from other departments, filling in the needed documents and uploading them on the accounting software.
  • Ad-hoc Rebooking for the accounts as needed.
  • Preparation of the monthly tax declaration.
  • Maintain project and donor contacts, reports and correspondence and files in both hard and soft copies.
  • Review grant agreements and map donor budget lines for appropriate management decisions and reporting.
  • Provide technical support and guidance to finance staff in developing and establishing consortium administrative systems, policies and procedures, based on DRC Operations Handbook and donor guidelines

Dynamics (ERP System) record keeping

  • Establish, maintain and reconcile the general ledger.
  • Ensure all expenses enter the DRC Dynamics in time and of highest quality (Along with support documents).

(D/W/M)

  • Monthly checking of the expenses on the DRC ERP.
  • Upload Salary File and ensure the Monthly Staff Allocation are done according to the Staff allocation Table
  • Follow up the correct implementation of DRC Dynamics (Finance Module) and the quality of the data entered in the system.
  • Monitoring accuracy and timely update of master data in dynamics for Coordination Office.

 

Accountancy: Month-end closure

  • Prepare Monthly cash counts.
  • Support in monthly closure of the accounts.
  • Bank account reconciliation monthly and sharing them within the given time frame with HQ.

Vendor/staff payments:

  • Ensure all payments are made timely and in accordance with the existing DRC forms.
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly.
  • Verifying that any transaction is supported by proper supporting documentations as per DRC’s financial rules and regulation and proper authorization is obtained prior releasing a payment.

Budget Management:

  • Execute adjustments (rebooking) and provisions on projects under the supervision of the department manager and project manager
  • Assist the department manager in setting up projects in Dynamics and updating the financial information of projects in the system (budget, forecast, resource planning, etc.).
  • Participate in the preparation of financial reports for donors, if necessary, especially in reviewing ledger of expenditures
  • Assist the department manager in managing donor and institutional audits.

Filing and Archiving:

  • Maintain proper filing of all financial documentation (vouchers, contracts, tender documents, etc.) Hard & Soft Copies.
  • Scanning for financial documents as needed and attaching them to Dynamics per each posting.
  • Routine record keeping.
  • Support the Finance Manager in Donor Audits requests
  • Manage digital spaces like Share point (Finance)

About you

To be successful in this role we expect you to have a minimum of two (2) years’ experience working in a similar position.

Moreover, we also expect the following:

Required

  • Strong written and mathematical skills.
  • Relevant university degree (Finance, Accounting) or similar education.
  • Strong computer skills.
  • Experience in managing and handling cash
  • Experience of working with UN or Non-Governmental organizations.
  • Strong organizational skills
  • Ability to prioritize large and changeable workload
  • Good communication skills and ability to work as part of a team
  • Able to work independently and energetically
  • Fluent in spoken and written English.

Desirable

  • French is preferred.

Contract length: 12 months

Designation of Duty Station: Family duty station
