Job Description:

Position Overview: WATAD is seeking a detail-oriented and experienced Finance Officer to join our team in Dhi-Qar, Iraq. The Finance Officer will be responsible for managing financial transactions, budgeting, financial reporting, and ensuring compliance with organizational policies and donor requirements.

Key Responsibilities:

  1. Financial Management: Oversee day-to-day financial operations, including accounts payable, accounts receivable, payroll processing, and bank reconciliations.

  2. Budgeting and Forecasting: Assist in the preparation, monitoring, and revision of project budgets, ensuring accuracy, completeness, and compliance with donor regulations and organizational policies.

  3. Financial Reporting: Prepare timely and accurate financial reports, including monthly, quarterly, and annual financial statements, variance analysis, and cash flow projections for internal and external stakeholders.

  4. Grant Management: Monitor project expenditures and funding allocations, track donor contributions, and ensure proper documentation and reporting for grant-funded projects.

  5. Audit and Compliance: Coordinate internal and external audits, provide support in audit preparation, respond to audit inquiries, and ensure compliance with organizational policies, accounting standards, and donor requirements.

  6. Financial Controls: Develop and implement financial controls, policies, and procedures to safeguard assets, prevent fraud, and ensure transparency and accountability in financial transactions.

  7. Capacity Building: Provide training and support to project staff and partners on financial management principles, budget monitoring, donor compliance, and financial reporting requirements.

  8. Risk Management: Identify potential financial risks and challenges, propose mitigation strategies, and ensure adequate internal controls are in place to manage risks effectively.

  9. Donor Reporting: Coordinate with program managers and project staff to ensure timely and accurate reporting to donors, including narrative and financial reports, grant proposals, and funding requests.

  10. Ad-hoc Tasks: Undertake additional tasks and responsibilities as assigned by the Finance Manager or senior management team to support the overall financial management and operational effectiveness of the organization.

Qualifications & Preferred Skills

  • Bachelor’s degree in accounting, finance, or related field.
  • Minimum of 2 years of experience in financial management, accounting, or auditing, preferably in a non-profit or humanitarian organization.
  • Strong understanding of financial principles, accounting standards, and donor regulations, with experience in budgeting, financial reporting, and grant management.
  • Proficiency in accounting software and Microsoft Office applications, particularly Excel.
  • Excellent analytical skills, attention to detail, and problem-solving abilities.
  • Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
  • Strong communication, interpersonal, and teamwork skills, with the ability to interact effectively with staff at all levels and external stakeholders.
  • Fluency in English and Arabic (spoken and written) is required.
