JOB PURPOSE

To manage the stewardship of WFP’s resources, providing specialized assistance in Cash Based Transfer interventions from Finance function in Myanmar. Below are the expected deliverables during the duration of the contract:

  • Assurance activities in the area of cash-based transfers are implemented;
  • Capacity assessment of cooperating partners and financial service providers conducted and capacity building activities implemented;
  • Field visits and spot checks conducted in line with the office plan;
  • Project proposals, budgets, concept notes for new CBT activities reviewed and guidance and recommendations provided;
  • Financial management and accounting for CBT activities is in line with corporate requirements.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision of Head of Finance:

  1. Support Myanmar Country Office and field offices on the implementation of CBT interventions, and compliance with WFP standard procedures and processes.
  2. Support and guide the Myanmar Country Office on financial sectorial assessments.
  3. Support oversight and compliance function as appropriate and assist in clarifying and improving proper application of CBT established policies and procedures and prepare comprehensive reports on findings with improvement action plans.
  4. Support corporate finance and Cash Based Transfers (CBT) strategies by contributing to the development of policies and procedures in consultation with relevant divisions in RBB and HQ, participating in key programmatic initiatives. Engage with RBB and HQ and seek clarifications and guidance on CBT financial aspects, when needed;
  5. Support comprehensive CBT related risks analysis of operations, providing conclusions to management to enable them to make informed decisions and minimize financial risk exposure to the organization.
  6. Conduct capacity assessment and capacity building of cooperating partners and financial service providers; participate in field visits and spot checks during CBT distribution in the field;
  7. Contribute to the development of the ToRs, tender documents and evaluation for selection of the new financial service providers;
  8. Prepare CBT financial reports, contribute to donor reporting;
  9. Review open items related to CBT and follow up with relevant focal points in spending units;
  10. Ensure corporate policies and rules related to CBT financial management are followed;
  11. Oversee financial reconciliation process and accounting transactions in ERP (WINGS II);
  12. Any other tasks that may be required to support the finance function in operations in Yangon, and more broadly in Myanmar.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Experience: At least 5 years of experience in finance. At least 2 years of experience with financial management of cash-based transfers.

Knowledge & Skills:

  • MS Office
  • ERP systems (knowledge of SAP-based ERP is an asset)

Language: Fluency level-C in English Language. Knowledge of local language.
