Overview: IID is seeking a dedicated and detail-oriented Finance Officer to oversee the financial operations and management of financial projects in Mosul. This role entails ensuring the financial health and compliance of the projects, managing cash flow, processing payments, and maintaining accurate financial records. The Finance Officer will work closely with the HR Officer to ensure timely payment of staff salaries and coordinate all financial activities with the Financial Coordinator.

Key Responsibilities:

  1. Financial Management of Projects:

    • Oversee all financial aspects of projects based in Mosul.
    • Ensure the projects are financially viable and compliant with internal and external financial regulations.
  2. Cash Management:

    • Manage the cash flow of the projects, including handling cash payments and collections.
    • Monitor and reconcile cash balances regularly to ensure adequate funds are available for project needs.
  3. Salary Payments:

    • Coordinate with the HR Officer to ensure timely and accurate disbursement of staff salaries.
    • Maintain records of salary payments and ensure compliance with organizational policies.
  4. Documentation and Record-Keeping:

    • Collect, verify, and maintain all financial documents such as receipts, invoices, and payment records.
    • Send original financial documents to the Financial Coordinator in a timely manner.
    • Ensure all financial documents are securely stored and easily accessible for audits and reviews.
  5. Financial Reporting:

    • Prepare and submit monthly financial statements, including income and expenditure reports, to the Financial Coordinator.
    • Ensure reports are accurate, comprehensive, and submitted on time.
  6. Budget Management:

    • Update and monitor the project budget, ensuring expenditures are within approved limits.
    • Work with project managers to forecast and manage budget needs, making adjustments as necessary.
  7. Compliance:

    • Ensure all financial activities comply with local financial regulations and organizational policies.
    • Implement and follow best practices in financial management and reporting.
  8. Coordination and Communication:

    • Work closely with project teams to ensure financial tasks are completed efficiently and effectively.
    • Act as a liaison between the project teams and the Financial Coordinator, ensuring clear and timely communication.
  9. Financial Analysis and Planning:

    • Analyze financial data to identify trends, variances, and areas for improvement.
    • Provide financial insights and recommendations to support strategic decision-making.
  10. Audit Preparation:

    • Prepare for and participate in internal and external audits.
    • Ensure all necessary documentation and records are available and up-to-date for audit purposes.
  11. Training and Capacity Building:

    • Train project staff on financial policies and procedures as needed.
    • Provide support and guidance to project teams on financial matters.

Qualifications & Preferred Skills

Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • At least 5 years of experience in a finance or accounting role, preferably in a project-based environment.
  • Proficiency in financial software and Microsoft Office Suite, particularly Excel.
  • Strong knowledge of financial regulations and accounting principles.
  • Experience with budget management and financial reporting.

Preferred Skills:

  • Excellent organizational and time management skills.
  • Strong analytical and problem-solving abilities.
  • High attention to detail and accuracy.
  • Ability to work independently and as part of a team.
  • Good communication and interpersonal skills.
  • Fluency in Arabic and English (written and spoken).
  • Familiarity with financial operations in the NGO sector is a plus.
