Job Overview

The Finance Officer is a core member of finance team in CBMG Philippines Country office and will take responsibility for overall financial monitoring of all CBMG’s partner development projects, provide necessary guidance and support to partner to implement the project, ensure quality control of financial transactions, records, payroll and financial performance reporting. S/he will also be responsible for supervising the financial management, financial reporting, and legal compliance in close coordination with the partners. This position is required to spend 50% of time to travel to the partner offices and project locations on regular basis and as per need.

The Finance Officer is responsible for administering the Country office’s accounting system and applying adequate and appropriate internal controls to meet generally acceptable accounting standards.

The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities and Duties

Financial administration of the Country Office

  • Provide inputs into the Country’s annual budget planning; and implement the approved budget; monitoring expenses against approved budgets, and periodically providing the team with budget status reports
  • Oversee the administration of the office’s accounting system ensuring the validity and the timely posting of financial transactions using Business Central
  • Oversee the accurate and timely preparation and administration of payroll and annual income tax returns
  • Oversee the preparation of bank reconciliation on a monthly basis, ensuring timely recording and/or resolution of reconciling items
  • Coordinate with CBM Global Secretariat and Member teams on costs chargeable to them, or to seek reimbursement of funds advanced by the RO for personnel-related expenses, travel claims, and training or conference costs
  • Oversee timely remittances and submission of monthly mandatory reports to the above government regulatory agencies, including the timely update of computerized books of account for the BIR, ALPHALIST and annual filing of the General Information Sheet to the SEC
  • Serve as the main resource for the Country office’s audits, and prepare all relevant information, reports, and schedule
  • Participate in systems development, and provide comments and recommendations to the Country Office on accounting policies and procedures
  • Closing of Country office books on quarterly basis & Related account schedules are provided

Budgeting and planning:

  • Ensure effective budgeting, financial planning, forecasting and performance analysis of development projects with relevant CBMG and partner staff.
  • Review program budget and forecasts to update management on projected results. Suggest solutions to mitigate risks and to make strategic decisions.
  • Develop financial management systems and tools that generate wholistic financial overview of the programme and its different funding streams and minimize financial risks.
  • Provide necessary support to partner for budget planning/design.

Fund Management:

  • Develop a monitoring system for the flow of funds (control of cash flow and pre-financing requirements).
  • Make appropriate recommendations for any identified deviation or potential mismanagement of program funds to the Finance and admin Manager.
  • Ensure that funds are spent in accordance with donor/CBMG requirements and limits along with government rules and regulations.
  • Communicate proactively with all relevant stakeholders regarding financial implementation and changes.
  • Ensure appropriate funding to partners for smooth implementation of projects

Reporting:

  • Working closely with the partner, produce monthly management accounts.
  • Ensure that quarterly financial reports in a timely, accurate and consistent manner in GO.
  • Carry out a regular review of the program budget and its different funding streams and inform CBMG programme staff and management of anticipated under /over expenditures, etc. for timely management decisions.
  • Ensure evidence to support deliverables and payment triggers are verified and assessed to be accurate and allowable.

Financial Monitoring & Partner Capacity Building:

  • Perform periodic compliance visits, audits or spot-checks and take corrective actions to ensure strong financial management and controls. Assist in the preparation of the final audit.
  • Ensure proper action plan on monitoring findings and follow up until close all those issue
  • Carry out regular forecasting and budget analysis to have a holistic view of the programme finance and its different funding streams (sub-projects).
  • Provide orientation, technical support and guidance to partner for strengthening financial management systems, donor compliance and any other related matter (e.g. procurement) on an on-going basis.
  • Ensure development of quality reports and other financial statements within agreed timelines, verify correctness and provide feedback to partner.
  • Ensure programme expenditures are in compliance with the approved budget, plan of action, partner contract, and Government and donor regulations.
  • Ensure the financial risks and responsibilities associated with payment by results and project deliverables are fully understood by all concerned.
  • Report critical financial issues to CBMG and partner management and follow up the implementation of action plan.

Person Specification

Experience

  • Supervisory capacity and auditing experience is preferred.
  • Minimum 5 years proven experience in financial management of partners in humanitarian/early recovery programmes, preferably with international NGO experience and in field settings.
  • Demonstrated experience of developing and maintaining financial monitoring tools dealing with large amounts of information from various projects, budget forecasting and proactive follow-up with relevant stakeholders.
  • Proven experience working with and capacity building of partners on financial management.
  • Demonstrated experience of multiple donor compliance and reporting.
  • Strong organizations skills. Ability to prioritize tasks and manage workload under pressure.
  • Excellent financial planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities, and deadlines.
  • Strong attention to detail, problem-solving, and analysis of trends.
  • Readiness to commit and adhere to the values, mission, and vision of CBMG.
  • Effective oral and written communication skills in English
  • Ability to prepare effective presentations and reports

  • A Certified Public Accountant (CPA) is preferred.
