  • To provide support in work with Country Office Finance and partner finance teams to complete the record for each project audit in line with donor and OGB Polices
  • Carried out vouching of the Oxfam and partner financial records and highlight inaccuracies and inadequacies
  • Provide support in payroll processing including coordination with HR, tax calculations/adjustments and other deductions, bank transfers, payslips generation and employee tax certificates issuance.
  • Up to date knowledge of applicable tax and other laws and ensure its application on day to day operations. Coordination on annual Income tax return filing.
  • Provide support in preparation of monthly/quarterly/yearly closing of accounts, reporting pack and monitors the balance sheet accounts as per Oxfam guidelines.
  • Prepare and processing of cash and bank payments as per procedures.
  • Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the Oxfam financial policy and government regulations.
  • The Finance Officer will be responsible for Audits, planning, organizing, directing, and controlling financial, operational, and lending audits for the Oxfam through completive process.
  • Examines the accuracy and completeness of records and procedures for internal control to safeguard financial records of Oxfam and its implementing Partners.

 

  • Responsible for the creation and execution of financial monitoring plans for the Implementing Partners, developed action plans on improvements required / capacity building needs and regular follow up on that.
  • Support the relevant programme / project focal person in the budget preparation and re-appropriations, exchange gain/loss calculations and ensure correct budget allocation in system (OPAL) and support program teams in updating the phasing regularly.
  • Ensure effective, timely and accurate functioning and monitoring of the complete People Soft financial systems (GL), including maintaining the completeness and integrity of data within the system, generating necessary reports and authorising monthly data compilation in the system.
  • Maintaining a repository of information related to funding functions in soft (using OGB’s central hard drive) and hard copies (filing system) Provide coaching and training on finance systems to implementing partners. This involves review of financial management capacity of finance and program staff and improving it to the required level through planned capacity building process.
  • Accountable for implementing Oxfam’s people management policies, procedures, and standards
  • Uphold principles of Oxfam’s gender and diversity principles in the workplace.
  • To undertake other duties as assigned by the Line Manager.

skills, experience and knowledge

Essential

  • MBA, M.com CA/CMA partly qualified, ACCA,
  • At least Five years’ experience in finance work Preferably with INGOs.
  • IT skills. Good knowledge and working experience in MS office is required.
  • Communications proven oral and written communication skills (in English) in order to communicate effectively internally (ability to provide job guidance, develop training materials and guidelines and document procedures) and externally with Institutional donors on the financial elements of donor proposals and reports.
  • Training/ coaching skills Experience of analysing training / coaching needs and delivering at an individual and group level
  • Team working Experience in supporting and advising teams from a distance and across several locations. Ability and sensitivity of working with diverse teams across different languages, cultures and locations and relationship building skills necessary to work collaboratively with others and provide guidance on financial management issues.
  • Organisation to work effectively. Ability to work on own initiative, manage workload and competing demands without close supervision, drive to achieve results
  • Commitment to the aims of Oxfam and the parameters of its program implementation, in particular the gender and diversity policies
  • IT skills A high level of information management and IT skills particularly in Excel, also some accounts packages, word, emails.

 Desirable

  • Experience in NGO/INGO will be preferable.
