The mission of the Budget, Performance Review, and Strategic Planning (BPS) Vice Presidency Unit (VPU) is providing the World Bank with trusted advice on financial analysis and business planning.  In executing this mission BPS is organized into three Departments: BPS Strategic Planning (BPSSP) with teams supporting the corporate strategic business and budget planning process; BPS Operations Units (BPSOU) with teams supporting Practice Groups and Regions; and BPS Corporate Units (BPSCU) with teams supporting corporate units, providing capital budget support, and providing BPS systems, knowledge, and shared services.

BPS’ service delivery model has three core roles: (1) Business Partners (serving clients directly with focus on decision support and performance oversight); (2) Centers of Expertise (providing thought-leadership and analytics, designing business finance policies, practices and systems, and coordinating knowledge management); and (3) Service Center (managing delivery of high volume and transactional and reporting services across Bank, including help desk support to clients).

Hiring Unit Context

BPS is looking to hire two Finance Officers for the BPS Solutions (BPSSO) team. BPSSO is one of BPS’s Centers of Expertise whose purpose is to provide excellent, sustainable, and valued data, knowledge, processing, reporting and systems solutions to enable BPS and its clients determine and manage budget-related resources efficiently and effectively, in full compliance with applicable policy and regulatory requirements. The two will work closely with the Talent Committee and report to the Senior Finance Officer responsible for Talent management and learning Program oversight. 

Duties and Responsibilities

  • Managing BPS talent management – related programs and point of contact for staff on the BPS learning agenda.
  • Implementing and reporting on BPS talent management initiatives.
  • Organizing and leading networking events, professional conferences, and special initiatives.
  • Sharing knowledge and leveraging opportunities to enrich and advance BPS staff careers.
  • Maintaining, reviewing, updating, and disseminating all talent management and learning-related documents, standards, and repositories across BPS.
  • Researching and recommending the latest resources on talent management and staff development in line with BPS talent management initiatives. 
  • Implementation and coordination of BPS learning programs, platforms, and events. 
  • Fostering knowledge exchange throughout BPS by supporting BPS staff in identifying learning opportunities.
  • Defining learning curriculum needs in conjunction with the various BPS departments and Learning Committee.
  • Organizing and leading BPS learning events and maintaining the quality of BPS learning.
  • Researching and recommending the latest learning resources on staff development.
  • Maintaining and disseminating all learning-related polices across BPS. 

Selection Criteria

  • Master’s degree in accounting, Business, Finance, Management, or other relevant discipline required to fulfill position specific requirements or non-Finance bachelor’s degree plus an internationally recognized completed professional accounting qualification (e.g., CPA, CA, ACCA, CGMA, CMA).
  • 3 years relevant experience across two units or moving to a new unit (Country Office, non‐BPS, or recent external experience would fulfill second unit requirement).
  • Strong analytical and problem-solving skills with a keen attention to detail.
  • Proficiency in Microsoft Excel and any other financial software/tool is useful.
  • Ability to write well and present information in a concise, clear, and diplomatic manner. 
  • Excellent organizational and coordination skills.
  • Proactivity and drive for results, including the ability to multi-task and work under pressure with short deadlines under rapidly changing circumstances and short deadlines.
  • Demonstrated Office (Word, Excel, PowerPoint) skills, and the ability to use and produce content using platforms such as SharePoint and Adobe Connect.
  • Strong interpersonal skills to work collaboratively in a diverse environment.
  • Experience in and ability to work with ICT tools, digital platforms for data management and social networking.
  • Ability to plan, execute, and monitor projects, including defining objectives, timelines, allocating resources, and managing risks and dependencies.
