This is an external vacancy notice open to external candidates and WTO staff. It is posted on the WTO internal as well as external career site. Eligible WTO staff on short-term, fixed-term or regular contracts and interns must apply through the Workday internal career site.
This is a Fixed-term contract funded through extra-budgetary trust funds. The duration will differ depending on the relevant trust fund, subject to availability of funds and incumbent’s level of performance.

The Secretariat of the WTO is seeking to fill a position of Finance Specialist in the Financial Management Service of the Administration and General Services Division.

The contract duration is one year with possibility of extension up to a total of maximum four years and subject to the availability of funds and the incumbent’s level of performance.

The financial management services provide financial functions such as planning & budgeting, financial reporting, supplier payments, treasury, staff travel claims and trust fund management that support the WTO Secretariat in achieving its objectives. It is situated in the Administration and General Services Division which includes the six key areas Financial Management, Facilities Management, Procurement, Conferences, Safety & Security and Interpretation.

Reporting directly to the Financial Controller, the incumbent will have primary responsibility for providing financial expertise and analysis in extra-budgetary funds to facilitate effective and efficient financial management.

General Functions

In particular, the incumbent’s duties will include the following:

  • Administer and monitor extra-budgetary funds, including review of agreements and budget plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Process and approve standard and complex financial transactions in compliance with approved procedures and regulations.
  • Perform financial controls and maintain thorough monitoring tables for assigned area of responsibility.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Facilitate preparation of financial reports and financial analysis of trust funds in accordance with WTO and donor reporting requirements.
  • Perform analytical tasks and monitor the financial performance of specific accounts, outputs, and cost centres.
  • Provide divisions, Members and external partners with information and financial reports.
  • Provide support in business and financial process reviews and other projects engaged by the team.
  • Perform other duties as may be assigned.

REQUIRED QUALIFICATIONS

Education:

Advanced university degree in Business Administration, Finance, Accounting, or related field.

Technical Skills:

Financial management skills including planning, budgeting, and reporting.

Understanding of extra-budgetary funds and agreements especially in the context of international organizations.

Familiarity with International Public Sector Accounting Standards (IPSAS) would be an advantage.

Excellent drafting skills.

ERP software and IT skills, especially using Microsoft Excel; experience with Oracle EBS would be an advantage.

Behavioural Skills:

Excellent analytical and communication skills.

Highly developed tact and discretion and the ability to adhere to rules while handling sensitive and confidential information.

Excellent presentation skills.

Attention to detail.

Capacity to work as part of a team, build relationships, and manage internal and external stakeholders.

Work Experience:

At least 2 years of experience in financial management, preferably including extra budgetary funds and in an International Organization or a similar entity.

Languages:

Excellent written and oral communication in English. Good knowledge of French and/or Spanish is desirable.

For non-entry level positions, the position may be offered at a lower grade if the selected candidate does not fully meet all the required qualifications. 

Should the successful candidate hold a regular or fixed-term contract under the regular WTO budget, the contractual status shall be changed to a one or two-year fixed-term contract in accordance with the contractual arrangement set out in the vacancy notice.

The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks.

Candidates not selected whose performance in the selection process nevertheless shows them to be suitable for a similar position may be kept on a roster for up to 24 months, and may subsequently be called upon as and when the need arises for additional resources.
