Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Mitigation Unit, and will be based in Brasilia duty station. UNEP’s Industry and Economy Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Africa. The projects, which are in different stages of development (concept design, detailed development, implementation, evaluation/review, closure), are executed by different partners (Ministries, national agencies, NGOs, etc.). The Climate Change Division, in its role as Implementing Agency, provides oversight and ensures adherence to GEF guidelines. Under the supervision of the UNEP Climate Mitigation Unit Administrative Officer, the individual contractor will undertake finance and budget tasks related to the portfolio of GEF projects in Latin America and the Caribbean. Specific tasks and responsibilities: • Prepare and assist in the preparation of projects for closure and terminal evaluation. • Supports the Administrative/Finance/Budget Officer(s) in extracting information and generating expenditure reports from computerized information system databases; assisting in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative/ Finance/Budget Officer (s) in regrads to project clousre and terminal evaluation packages • Research/compiles data and other information required by the Administrative Officer/ Finance/Budget Officer (s) in the review and analysis of relevant proposals. • Assists the Administrative/Finance/Budget Officer (s) in the preparation/finalization of budget performance reports, performing a preliminary analysis of variances between approved budgets and actual expenditures. • Reviews draft reports, verifying overall accuracy, consistency, and uniformity in the presentation, and ensuring comprehensiveness and compliance with the format prescribed by the GEF Secretariat; cross-checks the consistency of figures in tables with the text of the reports, and verifies references to other reports and documents, bringing errors to the attention of the Administrative/Finance/Budget Officer(s) concerned; ensures that all necessary corrections are incorporated in the reports; coordinate with other finance and budget staff on related issues during the preparation of budget reports. • Assist in the follow-up of outstanding financial and technical reports with the executing agencies. • Verifies and prepares payments to third parties, commercial entities, and individuals. • Reviews incoming payment instructions with regard to banking details and sources of funds. • Prepares payments for final disbursement by Cashier. • Dispatches payment instructions to UNON Treasury and provides remittance advice to Executing Agencies. • Notifies payees of the status of payments. • Files and archives electronic documentation as required. • Assists with the collection and analysis of data as well as the preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision making. • . • Perform other duties as required. • Provide general administrative support • Maintain and keep up-to-date project files Draft routine correspondence with respect to enquiries related to relevant financial and budget matters.
Qualifications/special skills
• A High School Diploma is required. • A first-level university degree in finance, accounting, economics or a related field is desirable. • Additional technical qualifications related to administration, such as certified public account (CPA) or equivalent are desirable. • Minimum of five years of experience in financial management, portfolio management, finance, administration, or accounting is required. • Experience working with GEF or UNEP projects is an asset; • Experience with SAP is an asset;
