BACKGROUND

Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC works in 12 districts in Uganda, including Kitgum, Lamwo, Kotido, Moroto, Napak, Nakapiripirit, Kaabong, Amudat, Kiryandongo, Adjumani, Yumbe, and Kampala.

Main Purpose of Job:

The Finance Volunteer will be a key member of Yumbe Field site team and will contribute towards the achievement of the field’s finance objectives. Under the direction of the Finance Manager, the Finance Volunteer will work hand in hand with the other member of Finance department. 

Responsibilities:

  • Preparation of payment cover sheets with correct dimensions and charge codes.
  • With the support of Finance Assistant, creating invoice and payment journals for review.
  • Ensuring that Invoice/Payment Journals and Proofs of payment are merged on to payment documents.
  • Support in Yo! Payment name verifications and uploading payments.
  • Support in referencing payment documents.
  • Support in digital filling of payment documents and hard copy document file labelling
  • Support in scanning hard copy documents for achieving.
  • Maintain efficient filling system for the field office documents and ensure all vouchers are filled on monthly basis.
  • Ensure IRC policies and procedures are respected in all the cash transactions.
  • Perform any duties assigned.
Systems Compliance and Improvement: –
  • IRC-Uganda specific finance, logistics, IT, security, communications and human resource/administration policies and procedures.
  • Any new procedures and guidelines designated in circulars from Country Director
Policy compliance – IRC way policies
  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the CD. The reporting of violations is an obligation on the part of all staff members.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

Minimum Qualifications:

  • A degree or an equivalent in Accounting, Business Administration, Commerce or Finance.
  • Ability to work under pressure and manage multiple priorities.
  •   Able to communicate effectively.
  • Exhibit high level of integrity.

Skills and Abilities  

  •  Strong organizational skills and attention to detail
  • Strong Computer skills (MS Word, Excel,)
  •   Must be able to function comfortably in a loosely structured but complex work environment, working and
  • Prioritizing multiple tasks. 
  • Able to communicate effectively (written and verbal) in English with programme staff
  •   Good supervisory skills, time management and interpersonal skills
