We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). Position Summary

The Financial Advisor will primarily support the Bureau for Global Health’s Office of Policy, Programs, and Planning (P3) as a Credence Institutional Support Contractor (ISC).

P3 provides leadership, advice, and support to the GH Bureau on strategic planning, budgeting and resource allocation, financial and program management, and procurement planning. The office also provides leadership in ensuring the effectiveness of GH programs and the achievement of GH objectives through coordination of the Bureau’s performance monitoring and program evaluation activities. In addition, P3 serves as the lead GH office for donor coordination activities. The Financial Advisor will closely work with the P3 Office Director on strategic and technical guidance on the full range of GH’s policy, programmatic, and donor coordination issues.

The Financial Advisor provides financial, budgetary, and programmatic analysis, guidance, and support. These duties may range from procurement, contracting administration, and programmatic support, to more complex technical and analytical tasks such as creating and managing the division’s budgets and financial tracking databases, monitoring program finances, and conducting costing exercises and cost-effectiveness analyses. The Financial Advisor works closely with the office and/or division to ensure all financial and contract actions are being addressed and financial information is being used for strategic decision-making.

Responsibilities

  • Review, edit, and consolidate budget estimates and provide analysis on requests for additional project funds.
  • Perform detailed tracking and review of funds received by the division and division projects to effect adjustments such as the reprogramming of allotments, reallocation of budget numbers, management of numerous streams of funds, and requests for additional funds.
  • Create, maintain, update, and assist with administrative and complex financial tracking systems and assist in the design and maintenance of spreadsheets and databases to track all funding allocations received from various sources and expended into a range of contracts and subcontracts.
  • Analyze and manage budgets, financial reports, and invoices to advise management on the status and use of allocated funds in conformance with contract and Agency regulations.
  • Identify and analyze trends in the receipt, obligation, and expenditure of funds in relation to division and project objectives.
  • Prepare office/division financial review and budget requests and accrual reports.
  • Provide technical and thought leadership on implementation of strategic direction and priorities for financial monitoring, resource tracking, and integrated financial data use.
  • Review division and project procurement actions to ensure adequacy, appropriateness, procedural requirements and compliance with Agency and appropriate federal regulations.
  • Assist technical staff in the preparation of various program documents and correspondence such as memos and waivers, justifications and approvals, contract amendments, project authorization documents, technical notifications, and requests.
  • Respond to ad hoc requests from the GH front office, other Agency offices, and partners on awards and expenditures.
  • Provide technical leadership in the assessment, design, and implementation of financial monitoring, resource tracking, economic evaluations, and cost analyses, including financial analysis and budget formulation for maximizing program impact.
  • Provide technical direction for implementation of state-of-the-art approaches, analytics, and tools for using financial and other data to support headquarters and the field.
  • Other duties as assigned.

Qualifications

  • Master’s degree with 6 years of relevant experience, bachelor’s degree with 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience in public health, international development, public policy, administration, finance or a related field.
  • Advanced proficiency with basic financial management and budgeting concepts.
  • Ability to work with and apply mathematical concepts such as probability, statistical inference, fractions, percentages, ratios, and proportions to reports and financial tracking systems.
  • Strong quantitative skills, attention to detail, the ability to multitask well, and organizational skills.
  • Proficiency in the use of Microsoft Office Suite with an emphasis on Excel spreadsheet skills, PowerPoint, and computer-based file management.
  • Excellent oral and written communications skills.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Ability to work independently with minimal supervision.
  • Ability to travel internationally and/or domestically approximately 10-20%, as needed.
  • US Citizenship with the ability to obtain and maintain secret security clearance required.

Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
