Position Summary
The Financial Aid Coordinator – Scholarships and Maryland State Programs is responsible for providing oversight and management of scholarships and grants through the State of Maryland (Maryland Higher Education Commission/MHEC), AACC Foundation, and AACC Institutional programs. This position will work closely with the Assistant Director to ensure the college’s compliance with MHEC’s State financial aid procedures and assume daily responsibility for administering the Maryland Promise Program, including annual system setup and reconciliations. The Coordinator will assist with development of AACC scholarship award criteria, scholarship system setup, reconciliation, audit reviews, fraud mitigation and prevention. In addition, this position will collaborate with the Assistant Director to develop, test and maintain the Ellucian Colleague system and the Next Gen scholarship management system to ensure the Financial Aid office meets all Federal and State regulations and compliances. The Financial Aid Coordinator of Scholarships and State Programs works closely with all campus departments on strategic enrollment management initiatives including establishing and administering procedures as related to delivery of State-funded aid, Institutional and Foundation scholarship funds to students.

Job Duties and Responsibilities
Assist in the annual setup, oversight and administration of Maryland State grant and scholarship programs, including the Maryland Promise program, in accordance with state regulations. Responsible for ensuring accuracy and compliance in Maryland State award processing to include but not limited to the importing, posting, reconciling, and disbursing of awards to student accounts, as well as the selection and awarding of students receiving grants through decentralized programs. Request payment of funds from MHEC and reconcile with AACC disbursements.
Assist in the oversight and administration of AACC Foundation and Institutional awards. Working with the AACC Foundation to determine annual budgets for all AACC Foundation scholarships. Train and oversee the college scholarship committee. Managing the awarding and communication of AACC Foundation Scholarships. Responsible for creating and maintaining award definitions, awarding/disbursement rules in Colleague and Next Gen Scholarship Manager. Responsible for annual set-up and maintenance to ensure accurate awarding/disbursement.
Assist with end-of-year reconciliation, financial reports, securing required documentation, compliance requirements, annual audits and fraud reviews. Troubleshooting, research and issue resolution. Responsible for the annual MHEC program reviews and audits.
Oversee the Continuing Education and Workforce Development (CEWD) selection, awarding and communication of continuing education Foundation and Institutional scholarships. Manage the CEWD scholarship awarding and payment process utilizing the sponsored billing system. Monitor and reconcile non-credit scholarship awards and payments.
Assist students in person, by phone or via email with understanding all aspects of the scholarship application and selection process, financial aid application and awarding process, and veterans education benefits. Serve as primary point of contact for the Maryland Higher Education Commission, AACC Foundation, and all departments on campus utilizing Institutional or Foundation funding.
Work as a member of the Financial Aid team on tasks as needed. Other assigned work as agreed upon.
Required Qualifications:
Bachelor’s degree or higher
Minimum of four years of financial management experience including two years of experience with the Maryland College Aid Processing System (MDCAPS) and the awarding of state grants and scholarships.
Working knowledge of Department of Education Title IV program eligibility and Title IV processing.
Strong analytical skills with the ability to build and utilize database queries and advanced spreadsheets.
Excellent oral, written and interpersonal communication skills, including the ability to make public presentations required. Ability to deal tactfully and effectively with a diverse population of students, parents, staff, governmental agencies and community members.
Willingness and ability to work a flexible schedule. Including occasional evenings and Saturdays.
Preferred Qualifications:
Demonstrated organizational and time management skills and the ability to function effectively in a detail-driven environment with minimal supervision.
Knowledge of Ellucian Colleague student database system.
Experience working with scholarship management database systems.
Experience working in a community college setting.
