STAFF RECRUITED ON CONTRACTS

In addition to permanent officials, the European Commission offers non-
permanent positions. There are two categories of non-permanent staff:

temporary agents are recruited to fill vacant positions for a set amount of time or
to perform highly specialised tasks.

• contract agents may provide additional capacity in specialised fields where an

insufficient number of officials is available or carry out a number of administrative or
manual tasks. They are generally recruited for fixed-term contracts (maximum 6 years in
any EU Institution), but in some cases they can be offered contracts for an indefinite
duration (in offices, agencies, delegations or representations).

Unit BUDG C.1 (Treasury management) is in charge of managing the Commission”s treasury, as well
as the treasuries of the other entities for which the Accounting Officer of the Commission is
responsible, such as the European Development Fund (EDF), the European External Action Service
(EEAS), EU Trust Funds and a growing number of agencies to which the Commission provides central
treasury services.

The Central Treasury is responsible for cash forecasting and maintains direct contact with national
central banks, treasuries, and commercial banking partners to ensure the smooth implementation of
cash management policies. It executes all the payments for the above-mentioned entities (more
than 3 million payments per year) and also actively contributes to the establishment of policy
instruments with regard to their funding and cash management structures (e.g. Next Generation EU,
Common Provisioning Fund, ULCM etc.).

The treasury of the Commission is also managing the Own Resources accounts (GNI, VAT…),
receiving the amounts paid by the Member States to the Budget of the European Union. It
replenishes the other institutions’ treasury on their request (EEAS, Council, Parliament…) and offers
Treasury services for paying and receiving the cash on behalf of external entities.

We propose a very interesting Financial Assistant position within C.1.003 – Treasury Policies and
Workflows, reporting to the Head of Sector. This sector comprises 6 staff, working closely together.

The section is responsible for:


The engineering of cash flow circuits for new EU financing instruments and structures, in
preparation of the future MFF.,
The optimisation of the liquidity management, for Next Generation EU (NGEU), the Common
Provisioning Fund (CPF), the Innovation Fund (IF) and for EU financial instruments,
The facilitation of financial support to Ukraine,
The support to the Accounting Officer in exercising his independent control and oversight of
the activities relating to asset management,

The successful candidate will contribute, from the treasury perspective to several EU policies and
initiatives with large financial impact.

We propose an opportunity to learn and practice treasury in interesting financial fields such as
Budgetary Guarantees and Financial Instruments. The successful candidate will ensure the
preparation of forecasting and the monitoring of complex payments related to the CPF, the IF and
the EU financial instruments.

This post involves working on projects, following the EU priorities and requests from the DGs. This
makes the job content particularly interesting and varied.

The successful candidate will be working within a small team of highly professional, motivated and
mutually supportive colleagues, who developed a friendly working atmosphere.

developing the necessary knowledge on how the sector and the unit works. We will also support you

We look for a financial contract agent with an analytical mind-set and motivated by a stimulating
and varied job content.

The candidate should have an educational and professional background in finance, ideally with
accounting and/or asset management. S/he should have demonstrated project management skills.

Experience in treasury would be a distinct advantage.

S/he should have the ability to work autonomously as well as within a team and have very good
analytical and problem-solving skills.

A sound knowledge of English (written and oral) is required.
