Financial Control Analyst

As a Financial Control Analyst, you will: provide analytical accounting support for nonsovereign products; assist in coordinating, facilitating, and maintaining sound accounting/internal controls over financial reporting; prepare nonsovereign financial statements and other reports; and develop accounting policies and procedures to ensure financial statements and accounting related analysis and reports effectively and efficiently.

  • Review and analyze financial data, transactions and reports for accuracy, consistency and compliance with policies and established procedures; prepare and contribute to the preparation of financial statements and other reports in accordance with US GAAP; assist in performing various financial analysis to monitor and report on the nonsovereign operation products. Assist in maintaining books of accounts for nonsovereign loans and grants, equity investments and guarantees; and ensure that accounting records/reports are in accordance with generally accepted accounting principles.
  • Review, analyze, and identify information technology requirements for effective and efficient operations; ensure accuracy and reliability of systems; propose changes and revisions to existing systems and coordinate the needs of the work area with the Information Technology Department through the coordinating specialist in charge.
  • Establish and maintain appropriate and adequate internal controls and procedures in preparing financial reports and analysis; recommend changes and improvements to ensure accurate, complete and timely accounting in compliance with applicable accounting policies and guidelines; monitor account balances to ensure appropriate accounting treatments are regularly; prepare and verify reconciliation reports of accounts; undertake initial investigation of discrepancies for review by supervising staff; compile, analyze and review financial and accounting data as a basis for the preparation of reports; ensure the accuracy, consistency and propriety of supporting documentation for accounting transactions in compliance with accounting practices, established procedures and guidelines. Assist in reviewing, monitoring, and developing accounting policies and positions in response to new developments in ADB and accounting standards specifically relating to the nonsovereign products.
  • Participate in procedural and organizational review; participate in the formulation of the Section’s goals and objectives and the related plans and programs.
  • Provide technical and procedural guidelines to other subordinate administrative staff.
  • Coordinate and provide required information to clients in accordance with established procedures in a tactful manner.
  • Perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications:

  • Bachelor’s degree in business administration, major in accounting; a Certified Public Accountant qualification;
  • At least 5 years of experience in auditing or accounting with some supervisory role, preferably in a highly computerized environment in a large organization. Ability to have good understanding of ADB’s products: loans and grants, debt securities, equity investments, and guarantees.
  • Proficiency in Microsoft Office applications, particularly MS Word and MS Excel, and accounting and/or product (loans/equity) related software, such as Oracle ERP, LoanlQ, Summit.
  • Good understanding of accounting policies, practices, systems, procedures, guidelines, and reporting requirements prevalent in multinational organizations or multilateral institution.
  • Excellent written and verbal communication skills in English.
  • Good interpersonal skills, demonstrated ability to work cohesively with peers and clients and provide guidance and feedback to subordinates.
  • Analytical and systematic, with strong numerical skills and attention to details.
  • Working knowledge of financial products of ADB, an advantage.
  • Ability to plan and coordinate schedules and requirements to meet deadlines.
