The position is assigned to the Administrative Expenses Section (CTFA-AE), Trust Fund and Administrative Expense Division (CTFA) within the Controller’s Department (CTL). CTL’s overall responsibility is to oversee and maintain an adequate internal control system to ensure that ADB’s financial transactions are properly, completely and accurately recorded in accordance with ADB’s policies and procedures; and are in accordance with generally accepted accounting principles observed by ADB; and is committed to providing quality services to clients while maintaining sound fiduciary controls. CTFA’s responsibilities include preparation of financial reports for trust funds; monitoring and oversight of Field Offices’ accounting and internal controls; and overseeing the payment and accounting of administrative and capital expenses.
The Financial Control Assistant will undertake a variety of accounting duties to support Field Offices in maintaining reliable accounting records and effective internal control systems. The role reports to the designated International Staff and senior National Staff.

Responsibilities:
- Assists with accounting tasks such as preparing journal entries, maintaining general ledgers, balance sheet analysis and reconciling accounting records.
- Supports internal controls oversight, ensures that Field Offices follow ADB’s financial policies and procedures, and that reliable financial records are maintained.
- Applies risk-based approach to financial controls testing and assessment of risks and impacts and ensures effective remediation of internal control issues.
- Conducts data analyses to identify trends, discrepancies, and opportunities to improve Field Offices’ financial processes and controls.
- Assists with process improvement initiatives to enhance the efficiency and effectiveness of Field Offices’ financial processes.
- Collaborates with other departments to ensure that financial information is complete, valid, accurate, and recorded in the financial records.
- Prepares reports, analyses, and presentations to communicate Field Offices’ financial control information to stakeholders.
- Contributes to the implementation and enhancements of systems; ensures the reliability of systems; and suggests enhancements or simplifications of systems.
- Coordinates and obtains required information in a tactful manner.
- Performs other assignments in the workplan as assigned by the supervisors.

- Bachelor’s degree in Business Administration, major in Accounting; with Certified Public Accountant qualification.
- At least 5 years of accounting experience in a computerized environment, preferably in a large organization, preferably in financial institutions.
- Internal audit and/or external audit experience and knowledge of financial reporting internal control systems, concepts, and frameworks.
- Proficient in the use of MS Excel and its advanced features.
- Proficient in the use of large accounting software (e.g., Oracle ERP).
- Good understanding of general accounting concepts and principles (US GAAP/IFRS), and their application.
- Good understanding of the interactions between different work areas, the relevant workflows and ability to quickly acquire business knowledge of relevant areas.
- Analytical and systematic, with strong numerical skills and diligence.
- Excellent oral and written skills in English.
- Good people skills and ability to communicate effectively in a multicultural environment.
- Good planning, organizing, and coordinating skills.
