Job Summary 
The FEC program aims to improve the financial stability of Sacramento households by providing high-quality, one-on-one financial education and counseling to low-income residents. FECs are located in areas with high concentrations of poverty and financial distress. The FEC Program Manager will directly supervise financial coaches at IRC to implement the FEC model and provide financial capability services to low-income community members. The FEC Program manager will hold a caseload of clients within the FEC.  The FEC Program Manager will directly supervise the FEC’s team, full-time Financial Coaches and Student Loan Specialist. 
Responsibilities:
  • Manage, facilitate, and act as subject matter expert for all aspects of the Sacramento FEC program and the Student Loan Empowerment counseling program.
  • Act as the liaison between IRC and City of Sacramento and State of CA partners, as well as external referral partners in the Sacramento area.
  • Partner with internal and external technical advisors supporting financial coaching and student loan programs on a variety of projects, trainings, initiatives, etc. as needed.
  • Supervise a staff of five full-time staff members; partner with staff members to articulate, pursue and complete performance goals.
  • Support the marketing, outreach, and strategic referrals of clients to the Financial Empowerment Center and Student Loan Empowerment program.
  • Manage, oversee, and utilize client management databases.
  • Serve as main point (via phone and e-mail) of contact for the general public in reaching out to the Sacramento FEC; responding to new/existing client/partner inquiries in a timely manner.
  • Run reports on a scheduled and ad hoc basis to understand program efficacy and data quality.
  • Ensure that data collected within the client databases are complete and accurate.
  • Fulfill all reporting requirements as determined by the funders in the funding contract agreement with accuracy and in a timely manner. 
  • Deliver presentations to FEC partners and other community members in person and online to introduce community members to the FEC and Student Loan programs, describe the financial coaching/student loan counseling service, share information on how to make appointments, etc. 
  • Manage a caseload of financial coaching and student loan counseling clients as needed (for example, during times of staff transitions and/or when client demand is high).
  • Research and apply for new and repeat grant funding opportunities; partner successfully with IRC’s Grants team following grant process timelines.
  • Monitoring the successful spend-down of all program budgets, partnering with IRC’s Finance team to ensure all fiscal aspects of grant programs are operating successfully. 
  • Participate in regular calls and semi-annual reviews with local government and funders.
  • Successfully complete and pass FEC coach training.
  • Regularly attend IRC Sacramento team and office meetings; participate in office-wide initiatives. 
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC Sacramento.
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Position directly supervises:  Financial Coaches, Interns and volunteers within program
Indirect Reporting:  Site Director, Sacramento

Internal: Economic Empowerment Sr. Program Manager
External:  City of Sacramento, State of California, Partner Agencies
Qualifications: 
  • Bachelor’s Degree required; advanced degree strongly preferred.
  • Experience in financial empowerment and education, asset building, community development, micro-lending preferred.
  • Minimum of 3 years management experience, including program development, grant writing, monitoring and evaluation, and supervisory experience.
  • Ability to function effectively within protocols and challenges of operating within a high-profile local and state government program.
  • Proven fiscal management skills at an organizational level: including the ability to effectively manage program budgets and financial matters.
  • Knowledge of data management and comfort working with large data sets
  • Excellent interpersonal skills: the ability to work effectively with partners and colleagues in a cross-cultural, multi-disciplinary environment.
  • Comfortable delivering high quality presentations to the public, partner organizations; comfortable serving as program spokesperson for media stories and other opportunities. 
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines. 
  • Excellent writing and verbal communication abilities. 
  • Strong computer skills: MS Word, Excel, Outlook, PowerPoint, Teams, Zoom, Salesforce, Asana
  • Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.
Working Environment:  
Hybrid office work environment combined w/standard classroom setting and some travel throughout service delivery area, particularly to partner agencies who house IRC financial coaches. 
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
