This post is located in the Cost Recovery team within the Contributions Section (CS), Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the Chief of Section. The Cost Recovery team establishes cost recovery policy, guidelines and procedures for service providers who operate in the cost recovery funds; reviews and approves service rates; designs, reviews and approves changes and enhancements to Umoja and related reporting in support of cost recovery; establishes cost recovery key performance indicators and monitors compliance with cost recovery policy.
Responsibilities
Provide professional leadership and work direction to assigned project team, and/or mentor and supervise the work of new/junior officers, contract staff, and other personnel
- Provide business analysis and technical direction for planning, implementing and supporting financial information systems in relation to Umoja modules with a cost recovery impact: Controlling, Plant Maintenance, Sales and Distribution, Real Estate Management, Payroll, Travel Management and Logistics Execution; the data models, dashboards, and standard reports in Umoja Analytics, integrating data from the Umoja modules above in support of cost recovery and assessed contributions monitoring; and the cost planning tool.
- Analyze industry best practice in business processes, and design and manage the implementation of new methods of work with departmental or organizational scope that increase the efficiency and effectiveness of cost recovery and assessed contributions operations.
- Evaluate existing systems and identify the need for new systems (or modifications to existing systems); select options for implementing a cost recovery planning solution, including solutions developed in-house, existing Umoja modules and other options and propose the most suitable solutions bused upon functional and economic considerations.
- Plan, supervise and participate in all phases of the systems development lifecycle for Financial Systems, through the negotiation and development of design change documentation; Negotiating with Users and the technical teams to enable their completion; specifying test plans and testing methodologies; undertaking and supervising the various phases in the testing lifecycle, and authorizing the migration of changes through the development cycle.
- Provide day-to-day problem solving services as part of Cost Recovery T2b for complex Umoja issues to clients; document system problems and prioritize them; identify problems and irregularities cost recovery and contributions operations and completed transactions, resolving them in a timely and effective manner; where data has been corrupted, to propose resolutions and data’ fixes following best practice; write work procedures for systems and/or specific business events.
- Create complex ad-hoc reports and perform data analysis using Excel, SQL database, Umoja Bi and Umoja Analytics applications; propose improvements to existing systems and standard reports based upon user demand.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Education
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, finance, information technology or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A combination of Finance with a focus on Information Technology is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of seven years of experience in finance, accounting, budget or business administration, information system management or a related area is required. Experience in information technology particularly planning, implementation and support of complex financial systems is required. Experience in programming for large ERP systems, and analysis, including structured/object-oriented design, relational systems, scripting and query languages is required. Experience in report writing using different tools like Business Objects, Power BI, SAP Analytics Cloud is required. Experience managing a team of finance/Information technology professionals and working with complex budgetary and accounting operations is desirable. 2 years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is an advantage. Knowledge of another official United Nations language is an advantage.
