This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of the Chief Financial Officer (M/CFO), at the U.S. Agency for International Development (USAID).
Duties
- Monitors and provides operational management of WebTA and National Finance Center (NFC) Payroll systems. and approves division changes in the payroll processing program.
- Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them.
- Assists in communicating the development of technical data, estimates and statistics. Recommends methodologies to use in achieving goals and objectives, and in determining other operational strategies.
- Serves as an authoritative source of consultation for other managers and specialists. Resolves issues and provides advice on matters where policies or decisions covering payroll related issues are required.
- Develops and/or revises Standard Operating Procedures (SOPs) when needed for programs and policies that are highly legalistic, technical intricate, and administratively detailed in nature, as well as addresses audit findings.
- Supports HCTM senior managers and specialists to effectively manage and implement the employee retirement programs related to payroll functions for USAID.

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

- These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
- You may be required to serve a one year probationary period.
Qualifications
Specialized Experience: GS14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS13 level in the Federal service. One year of experience refers to fulltime work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Coordinating the review and/or approval of financial reporting, budgets, expenditures, and cost allocation plans ensuring costs are properly allocated; (b) Providing guidance or technical assistance and policy interpretation on financial issues; (c) Leading financial management reviews, policy development and audit resolutions; AND (d) Ensuring audits and reviews are conducted in compliance with OMB guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
