The World Bank Treasury

Treasury is the Vice Presidency performing treasury functions for InternationalBank for Reconstruction and Development (IBRD)and other members of the WorldBank Group. Its activities are organized and grouped into three departments:(1) capital markets, investments & financial products, (2) asset managementand advisory, and (3) treasury operations. Treasury has been a large andsignificant player in the international financial markets for over 75 years andhas achieved a global reputation as a prudent and innovative borrower, investor,and risk manager. Treasury is responsible for (i) managing almost $200 billionin assets for the World Bank and other official-sector investors; (ii) leadingthe World Bank’s financing program in international and domestic bond andderivatives markets; (iii) conducting asset and liability management for IBRDand the International Development Associations (IDA) balance sheets; (iv)overseeing the development and outreach related to the financing and hedgingproducts that IBRD and IDA provide for their developing-country clients; and(v) collaborating with official sector institutions of member countries to helpbuild their capacity in asset and public debt management.

Within Treasury, the capital markets, investments & financial productsdepartment (CMI) is responsible for managing annual funding programs for IBRD(approx. $40-50 billion) and IDA (approx. $5-10 billion), and buildingsustainable capital markets, managing liquid asset portfolios for IBRD and IDA,and the asset and liability management aimed at reducing risk on IBRD and IDAsbalance sheets. CMI also advises clients on loans and risk management productsand structures financial products for development. CMI strongly emphasizes achievingthe best possible financial terms within prudent market, liquidity, credit,operational, and reputational risk parameters. CMI is comprised of six teamscarrying out these responsibilities. The working environment is fast-paced anddynamic, as the teams regularly deal with new ideas, projects, and challenges.

Duties and Responsibilities

– The selected candidate will be a member of CMIs ALM andPolicy Team (CMIAP).
– Provide assessment, thoughts, and insights to TRE management on relevant accounting standards, financial reporting, and company requirements related to new structures and initiatives (e.g. hybrid capital).
– Act as a liaison between TRE and other areas in the finance, legal, and other departments to ensure TRE is represented as initiatives are developed and accounting policy is being crafted.
– Develop and maintain relationships throughout the finance complex to stay updated on changes in Bank and accounting standards.

Selection Criteria

Candidates who have the following are encouraged to apply:

* A degree in accounting or a related field is required. CPA or equivalent required.
* 7 years+ work experience in conducting accounting and auditing analysis; Prior experience in accounting or finance roles is beneficial. Big 4 experience is a plus.
* Knowledge of GAAP accounting standards is required.
* Understanding of capital markets, credit agencies, financial, debt and ALM risk management strategies;
* Strong quantitative, organizational, and research skills;
* CFA and/or FRM are a plus.
* Strong computer skills, high command of Microsoft Office, and advanced analysis software.
* Flexibility and willingness to perform a wide range of tasks (including some clerical/administrative when needed);
* Ability to work as a member of a diverse team;
* Networking capabilities with excellent interpersonal and negotiation skills. A high degree of self-motivation, positive attitude, and drive, with the ability to contribute to a team-based work environment;
* Excellent written and verbal communication skills, including the capacity to communicate complex and technical issues with clarity to diverse audiences;
* Fluency in English required;
* Enthusiasm and a commitment to development work;
* Highest ethical standards;
