Finnish Refugee Council (FRC) / Suomen Pakolaisapu (https://pakolaisapu.fi/en/) is a Finnish non-governmental organisation with HQ in Helsinki. The Finnish Refugee Council advocates for the rights of refugees, displaced populations and migrants, and supports them for a new beginning. By reinforcing equity and creating opportunities for everyone to lead a decent life, FRC supports the establishment of fair and equal societies.
Education forms the foundations of an equal society, and FRC´s activities place emphasis on capacity building for the most vulnerable members of societies as well as for community-based organisations, thus strengthening basic democratic structures. Protection for the most vulnerable, particularly women and girls, is also at the centre of FRC operations as well as humanitarian assistance for the forcibly displaced and the most vulnerable among the host communities.
FRC has been registered under the Relief and Rehabilitation Commission (RRC) and accorded legal personality with Reg. No. 5128 on 8th of November 2023 as International Organisation.
Under funding from the Ministry for Foreign Affairs of Finland FRC will start its operations in South Sudan in May 2024 by implementing a 1 year-long humanitarian intervention in East Akobo County, Jonglei State titled “Supporting vulnerable returnees from Sudan & Ethiopia and local population in South Sudan border areas” which includes multi-purpose cash support, financial literacy and GBV protection components.
FRC is searching for a dynamic and pro-active professional to be appointed,
M&E Officer at South Sudan Country Office
Reporting to the Project Coordinator he/she will support M&E activities across the diverse project components including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives.
Description of Main tasks:
1.Technical Support to project implementation on MEAL activities:
- Monitor and provide feedback on achievement of project set targets.
- Build capacity of field staff in the use of data capture tools, procedures and reporting including mobile data collection that is disaggregated by location, age and sex/gender.
- Support any project interventions such as baselines and end line studies when necessary.
2.Data management and Analysis
- Keep track of project performance and progress using the indicator tracking matrix.
- Facilitate data collection by guiding the field teams on how data flows between or among them.
- Review the data collection and management systems gaps at field level to identify and fill such gaps.
- Conduct field visits to validate and verify the accuracy and quality of data collected.
- Assist in analysis of indicator results, and in providing feedback where project activities and interventions are falling short, meeting, or exceeding the expected outputs based on available data.
- Support proper filing of records at field level for easy retrieval, putting into consideration the need to maintain confidentiality and data security.
- Comply with the data integrity, protection, and security policies of FRC.
3.Communication and Reporting
- Support in the review and analysis of weekly, monthly, and quarterly reports while noting potential bottlenecks in project implementation to recommend timely action.
- Participate in project team meetings and liaising with the Implementing Partner to review project performance and action planning.
- Collate and provide feedback to project beneficiaries on emerging issues in the field and support the organisation of field missions to donors and other stakeholders.
Requirements:
Education and experience:
- Bachelor’s Degree in Statistics, Project Management or similar.
- At least 2 years work experience in similar position for INGOs.
- Previous experience in humanitarian setting and education in emergency projects
Essential Skills:
- Excellent planning and organisational skills.
- Good communication, feedback, and interpersonal and supervisory skills, assertive and able to question unclear transactions.
- Excellent verbal and written communication ability.
- Should be flexible, innovative, with good record keeping, communication, interpersonal skills
- Good computing skills; proficiency on Word, Microsoft Office packages and M&E tools such as Kobo toolbox.
- Proficient written and spoken English language skills.
- Commitment to FRC´s values and Humanitarian Principles.
Desirable:
- Training on security.
- Familiarity and previous experience in cash programming and functional adult literacy.
Duration of assignment
11 months; the start date of the assignment is 1th of June 2024.
Duty Station
Juba (approx. 60% of the time) with stays in project area/s (Akobo East approx. 40%)
