The Finnish Refugee Council advocates for the rights of refugees, displaced populations and migrants, and supports them for a new beginning. Education forms the foundations of an equal society, and FRC´s activities place emphasis on capacity building for the most vulnerable members of societies as well as for community-based organisations, thus strengthening basic democratic structures. Protection for the most vulnerable, particularly women and girls, is also at the centre of FRC operations as well as humanitarian assistance for the forcibly displaced and the most vulnerable among the host communities.

FRC has been registered under the Relief and Rehabilitation Commission (RRC) and accorded legal personality with Reg. No. 5128 on 8th of November 2023 as International Organisation.

Under funding from the Ministry for Foreign Affairs of Finland FRC will start its operations in South Sudan in May 2024 by implementing a 1 year-long humanitarian intervention in East Akobo County, Jonglei State titled “Supporting vulnerable returnees from Sudan & Ethiopia and local population in South Sudan border areas” which includes multi-purpose cash support, financial literacy and GBV protection components.

FRC is searching for a dynamic and pro-active professional to be appointed,

Project Coordinator at South Sudan Country Office (South Sudan Nationals only)

Reporting to the Country Director he/she will support the Country Team to coordinate the project activities, supervise FRC project team and liaise with the Implementing Partner (IP) field office.

Description of Main tasks:

  • Project coordination, leadership and monitoring:
  • Project Planning and Design (preferably in education sector)
  • Stakeholder relations and networking
  • Staff management and development
  • Compliance

Specific duties and responsibilities:

  • Provide lead and supervision for project implementation, ensuring that all planned activities and targets are achieved within budget and timeframe.
  • Support and ensure active monitoring and evaluation using tools agreed within M&E plan, analyse the data and make adjustments to improve quality and effectiveness.
  • Manage and provide support to the project Team in planning and implementation of the first humanitarian action in the country, ensuring adequate monitoring, reviewing of progress and beneficiary feedback, and identify corrective actions.
  • Facilitate the submission of quality project reports, internal as well as for the donor, on time and using agreed formats.
  • Coordinate the planning and design of the implementation phase with both FRC’s and IP’s project staff.
  • Provide leadership for the planning of the project monitoring and evaluation systems, data collection needs.
  • Ensure and plan timely and accurate project documentation
  • In agreement with Country Director, develop and sustain relations and effective communication with relevant stakeholders.
  • Communicate internally with HR, Finance, Administration.
  • Lead and manage the field staff implementing the project in order to ensure clarity over plans, targets and priorities.
  • Create opportunities for learning among project field staff.
  • Support and participate in project staff recruitment, induction and arrange in-house training and performance evaluation when applicable.
  • In coordination with FRC Senior Finance&Admin Officer, ensure compliance with FRC and Donor’s requirements as well as government rules and regulations on legal compliance.
  • Support FRC Country Director in budget control and expenditure management
  • Carry out any other tasks as requested by FRC Country Director.

Requirements:

Education and experience:

  • Bachelor in Education, Development Studies, Social Studies, or similar, desirable technical trainings in project management and/or Monitoring and Evaluation, and other relevant fields.
  • At least 3 years’ experience in a similar position for INGOs
  • Previous experience in humanitarian setting and education in emergency projects

Essential Skills:

  • Ability to prioritize a demanding workload and to work under minimal supervision.
  • Excellent planning and organisational skills.
  • Knowledge in change management and capacity building.
  • Supportive personnel management style and ability to work in and as a team and strong leadership skills.
  • Good communication, feedback, and interpersonal and supervisory skills, assertive and able to question unclear transactions.
  • Willingness to step in and solve difficult situations.
  • Good computing skills; proficiency on Word, Microsoft Office packages and M&E tools such as Kobo toolbox.
  • Proficient written and spoken English language skills.
  • Commitment to FRC´s values and Humanitarian Principles.

Desirable:

  • Training on security.
  • Familiarity and previous experience in cash programming and functional adult literacy.

Duration of assignment

11 months; the start date of the assignment is 1th of June 2024.

Duty Station

Juba with regular travels to project area/s.
