Job Description:Fire, Health and Safety Governance and Reporting Manager role reports to the Health, Safety and Wellbeing (HSW) Director and is essential for (and accountable for) providing senior decision makers with the data and insights they need to understand FHSW risks, control effectiveness and performance, and to ensure they know what actions are needed to achieve improvements. (Senior includes Board, Exec and Leadership Teams including our own).The role is part of the Fire, Health, Safety and Wellbeing (FHSW) Leadership team and will share the responsibility for developing and implementing Heathrow’s overall FHSW strategy. You will oversee critical FHSW processes: ensuring the FHSHW strategy is turned into ambitious but realistic annual plans that are properly resourced, ensuring incident and close call reporting and investigation processes deliver the best value, ensuring and facilitating meaningful FHSW performance reporting, ensuring efficient FHSW Governance at Board and Executive level and Trade Union governance. Through a supportive and cooperative approach, you will play a key role in helping the wider business as well as the FHSW Team to embed the above in order to achieve the highest FHSW standards, enabling a safe and efficient operation where everyone reaches their home or destination safe and well.Responsibilities:Strategy and Planning

  • Supporting the Health, Safety and Wellbeing (HSW) Director in the development and delivery of the FHSW strategy, objectives, annual plans, and KPIs/targets.
  • Responsible for co-ordinating the development of in year plans to deliver the strategy.
  • Responsible for co-ordinating the determination of annual KPIs and targets.
  • Responsible for tracking and reporting progress against the FHSW plan.
  • Responsible for co-ordinating the budget formulation to deliver the plan and tracking spend against the budget / plan.

Governance

  • Responsible for ensuring effective FHSW Governance and reporting to Board and Executive level, providing insights from data so that trends and issues are understood to inform decision making and assessment of H&S risk.
  • Responsible for providing the framework and tools to enable effective FHSW Governance across all Business Units
  • Supporting BU’s and the Fire, H&S and Health and Wellbeing Teams in delivering compliant, efficient, and effective governance.
  • Providing advice to the business in relation to FHS Governance, recognizing areas for improvement and implementing them.
  • Accountable for the effectiveness of the Airport Safety Committee (ASC) and associated reporting to the Executive.
  • Accountable for effective Heathrow wide Trade Union Governance, including the Joint Safety Forum (JSF).
  • Accountable for enabling effective oversight of actions, their completion and subsequent verification through Governance, and for ensuring oversight of Executive (including ASC, Executive and Board actions and actions from the Senior Quarterly Forum and JSF)

Investigations and Close Calls

  • Responsible for overseeing the Incident Reporting and Investigating process and performance thereof, including close call reporting.
  • Responsible for the effective use of and reporting from Airsweb and the close call reporting system.
  • Responsible for overseeing the effective close call reporting, management and escalation process. Liaising with the Technology Team and Software Supplier on issues related to Close Call App (line management of Close Call and Safety Improvement Administrator).
  • Responsible for trend analysis and escalation of close calls to the respective Business Units.
  • Responsible for overseeing investigations into Lost Time Injuries and significant passenger injuries and supporting investigating managers to ensure that root causes are fully understood, and improvement actions recognized and assuring their subsequent completion.
  • Responsible for driving meaningful close call reporting, ensuring delivery of targets and, working through the appropriate Fire, H&S or Health and Wellbeing Teams, driving action in response to High Potential Incidents or trends.
  • Oversee Lessons Learnt delivery process.

Reporting

  • Through collaboration with the People Reward Team ensuring provision of sustainable and standardised reporting on FHSW KPIs across Heathrow.
  • Responsibility for compliant, efficient, and effective FHSW Reporting; ensuring that business is provided with the right, relevant and meaningful data leveraging FHSW expertise to recommend further mitigation.
  • Responsibility for preparation of dedicated FHSW reports, including but not limited to monthly Executive FHSW performance reporting, SORC and Board papers, as well as ensuring the delivery of ad-hoc in-depth reports or analysis as requested by the FHSW Director or Airport Safety Committee Chair.
  • Acting as Business Owner for Heathrow’s Fire, H&S and Environmental Reporting System. Responsible for design and implementations of all associated protocols and procedures that would allow smooth reporting. Acting as point of contact for the system supplier, HAL IT Teams and SME on issues related to the system (excluding technical side).
  • Oversight of the FHSW Data Management and reporting, including dashboard solutions (e.g. PowerBI). Responsible for design and implementation of procedures that would allow for sustainable and transparent reporting process. Acting as point of contact on FHSW issues for HAL Data Team.
  • In relation to data performance – acting as point of contact for the Analyst as well as Operational Planning Team.
  • Acting as document owner (responsible for annual reviews) of all FHSW Procedures related to data management and reporting.

Qualifications:

  • Excellent communication and influencing skills, including effective stakeholder management within a complex, unionised environment.
  • Excellent analytical skills including the ability to interpret and present data in a meaningful way to provide analysis and insight, including writing Board and Executive level reports.
  • Very structured and methodical, self-starter, and completer finisher.
  • The role requires and offers a very broad and deep perspective across FHSW matters at Heathrow. It requires the ability to report at a very strategic level in some reports, whilst ensuring the details are correct.

Ideally you will have.

  • Project management experience is desirable.
  • Airport or similar safety critical experience beneficial.
  • Understanding of reporting systems and data management processes would be beneficial.
  • Advanced understanding of Excel and SharePoint would be beneficial.
