The Position

The Fire Department is a branch of the Public Safety Division and provides all typical emergency services, including fire suppression, hazardous materials responses, search and rescue, auto extrication, emergency medical services, prescribed burns for fire hazard reduction and resource management. The department has 14 wildland fire engines to provide service for 73 parks and responds to approximately 1,200 calls per year. The Fire Department works closely with our neighboring agencies in Alameda and Contra Costa counties and provides emergency response when called upon by CAL FIRE and the Office of Emergency Services.

Vacancy Situation: The Park District currently has one (1) vacancy located at East Bay Regional Park District Fire Station #1 in Tilden Regional Park, Orinda, CA. The hiring pools established as a result of this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

Firefighter II’s working with the District are also expected to serve as an Engine Driver/Operator.

Work Shifts: Ten (10) hour shifts, Four (4) days/week; shifts run Sun.-Wed. or Wed-Sat.
The FFII position responds to wild land fires, medical aids, search and rescue and all other emergencies. FFII functions as a driver/operator. We have over 125,000 acres of park district land and 73 parks to which we respond. We are a BLS non transport agency.

Conditions of Employment (required of all Firefighter II staff):

• A valid California State Class C driver’s license is a condition of initial and continued employment in this position.
• Upon hire, a Firefighter F Endorsement must be obtained as a condition of completion of the probationary period.
• Able to work under adverse conditions including poison oak and work in and around aircrafts;
• Must possess and maintain a Hazardous Materials First Responder Operational Certificate, California State Fire Marshal Firefighter I Certificate, a CPR/Automatic External Defibrillator (AED) Certificate for the Professional Rescuer, and an Emergency Medical Technician (EMT) Certificate.
• Must be able to use respirators & SCBA in accordance with CAL OSHA respirator regulations.
• Must be physically able to pass the Fire Department’s Physical Performance Test annually.
• Must be willing to travel outside the District for mutual aid and training assignments.
• Required to work in a prescribed uniform and wear personal protective equipment as necessary.

Essential Functions

• Responds to structure fires, wildland fires, emergency medical incidents, hazardous material spills, search and rescue, and other emergency calls;
• Functions as lead worker with fire crews in their assigned roles;
• Communicates with adjacent property owners, contractors, other fire agencies and personnel, and the general public during emergency incidents;
• Directs personnel and equipment at the scene of a working fire, rescue operation or other emergency incident;
• Drives fire vehicles under normal and emergency conditions;
• Implements the Incident Command System at emergency incidents and performs functions of assigned position (e.g., logistics, safety, planning, operations, etc.);
• Assists with special projects and programs (e.g., capital improvement projects; training with District staff and other fire departments; hazardous materials program; prescribed burn program; EMS, technical rescue and defibrillator programs; fire apparatus and equipment needs and specifications);
• Performs fire hazard reduction work including removal of wild land fuels and prescribed burning;
• Assists with special studies and reports concerning Fire Department programs and activities; monitors fire weather and burning conditions;
• Stands fire watch; inspects, maintains and makes minor repairs to Fire Department facilities;
• Maintains emergency equipment in a state of readiness for emergency response;
• Inspects and maintains all fire apparatus; inventories, tests and maintains all air and oxygen bottles to meet NFPA and OSHA requirements;
• Performs repairs and schedules maintenance on self-contained breathing apparatus;
• Assists with inspections of parks and facilities for fire hazards;
• Represents Fire Department at various meetings, with other District Departments, and outside agencies;
• Reviews and comments on property acquisition evaluations; tracks expenditures; purchases equipment and supplies;
• May function as lead worker with Firefighters and On-Call Firefighters;
• May be required to work in and around helicopters and as part of the District’s helitack firefighting crew;
• Performs related duties as assigned.

Minimum Qualifications

Age: At least 18 years of age at time of appointment; and

Education: Equivalent to completion of the twelfth grade; and

Experience: Must meet one of the following standards:

• Standard I: Two years of full-time firefighting experience.
  Substitution: For Standard I only, college education in Fire Science may be substituted for up to one year of the experience requirement on the basis of 60 semester or 90 quarter units of college credit equals one year of firefighting experience; OR
• Standard II: One year of wildland firefighting experience; OR
• Standard III: 1,040 hours worked as an East Bay Regional Park District On-Call Firefighter.

Additional Information

Knowledge of:

• Principles and practices of fire suppression/prevention with particular emphasis on wildland fire fighting;
• Emergency medical response procedures, hazardous materials emergency response procedures and the Incident Command System (ICS).

Ability to:

• Perform heavy physical work, and work in hazardous and stressful conditions;
• Follow oral and written instructions and use sound judgment;
• Operate and maintain fire apparatus and rescue equipment;

Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
