About this position:

We are looking for an experienced, committed, and innovative consultant. As a development effectiveness consultant, you will provide support to project teams on the matters related to development effectiveness and evaluation throughout loan operations’ lifecycle.

You will work in The Fiscal Management Division (IFD/FMM) part of the Institutions for Development Sector (IFD). This Division supports the efforts of LAC governments to strengthen fiscal policy and management at both the national and subnational levels to boost economic development and reduce inequality and poverty. IFD/FMM’s main areas of work are tax policy and administration, public expenditure policy and administration, subnational fiscal policy and administration, fiscal sustainability, macro-fiscal policy, and fiscal transparency. Specifically, the IFD/FMM’s effectiveness cluster is giving support to the project teams in ensuring the implementation of the IDB Development Effectiveness Framework and results-based management.

What you’ll do:

  • Advice project teams on issues related to development effectiveness, monitoring and evaluation, and risk management.
  • Review and work on projects documents (loans, technical cooperations, and investment grants) during the design phase and support teams during the execution with a focus on measurement results and achievement of objectives. A particular emphasis should be given to the: (i) instrument choice; (ii) theory of change of the program and its potential changes during execution; (iii) results matrix with an emphasis on critical products and result indicators related to the specific objectives, and (iv) monitoring and evaluation plans, including the identification of measurable results indicators to monitor project effectiveness.
  • Participate in the preparation of Development Effectiveness operational documents: Project Proposal, Development Effectiveness Matrix (DEM), Progress Monitoring Reports (PMR) and Project Completion Report (PCR), among others.
  • Assist project teams in the preparation and monitoring of effectiveness action plans to improve the evaluability and/or effectiveness of projects during execution.
  • Support the monitoring of projects in different stages: design, start-up, medium-term review and/or evaluation, when an early warning has been activated, end of project evaluation, among others. These will emphasize the review of the theory of change and identify actions to foster results management.
  • Review operational documents to ensure accuracy, completeness, quality of final product and proper application of relevant guidelines.
  • Implement workshops and trainings on the matters related to evaluation and development effectiveness.
  • Support maintenance and update of the project results database and produce reports and presentations on project performance.
  • If needed, coordinate and participate in the design, implementation, analysis, and reporting of impact evaluations/ results evaluations related to IDB projects and its expected results.
  • Activities include:
  1. Design questionnaires, define sampling frameworks, train enumerators, and coordinate with executing agencies and data collection firms before and during data collection activities.
  2. Carry out econometric and statistical analysis, as required, related to impact evaluation and studies.
  • Assist and participate in the writing of different products drafts, as required.

What you’ll need:

  • Education: Bachelor’s degree (or equivalent advanced degree) in Public Policy, International Development, Business Administration, or related field.
  • Experience: At least 2 years of progressive experience and/or academic experience in project evaluation or results-based management. Experience in evaluation of fiscal sector development projects is a plus
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements:

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: Products and External Services Consultant (PEC), Retainer.
  • Length of contract: 12 months.
  • Work Location: Remote.
