Primary Function of Organizational Unit The Coastal Studies Institute (CSI) is located at the ECU Outer Banks Campus on Roanoke Island in Wanchese, NC. (http://www.coastalstudiesinstitute.org). CSI is a multi-institutional partnership administered by East Carolina University in collaboration with UNC Chapel Hill, North Carolina State University, UNC Wilmington and Elizabeth City State University. The mission of CSI is to undertake research, offer educational opportunities, provide community outreach and enhance communication about the history, culture and environment of northeastern North Carolina’s maritime counties.
ECU’s Integrated Coastal Programs unit provides administrative oversight for CSI and leads the ECU coastal enterprise to advance the understanding of the complex coupled human-natural systems that affect coastal environments and the resilience of communities located within the coastal region. Northeastern NC provides a rich laboratory to investigate these processes and the interactions between human (individual and community) activities and the coastal environment and use the resulting actionable information to develop effective public policy.
Job Duties The position will be a support specialist for grant post award management, providing oversight, budget updates and projections, and additional investigator support related to grants and contracts. This position will also act as a budget liaison to the Executive Director and Dean for all relevant State accounts within the college, providing budget updates and projections, collating and prioritizing spending needs across college, and effectively communicating with Dean and Academic Affairs as requested. The position will report to the Executive Director and works with the CSI Business Officer, as well as with department support personnel within the College. This position is face to face, with some limited options for virtual meetings.
20%: Leadership – Lead and manage the fiscal, transactional, and regulatory operations on post-award grant-related content. Participate in the development of grant staff training, and program planning. Contribute to development of grant training for ICP faculty and staff. Prepare regular updates and reports for the Dean/Executive Director and primary investigators. Lead semi-annual meetings with principal investigators regarding finance, F&A, compliance, and progress. Communicate between the departmental business officers/administrators where day-to-day transactions are executed, faculty principal investigators engaged in funded projects, the Dean’s office, and a range of central university offices responsible for post-award grant administration.
25%: Program Administration – Develop and maintain files for external funding and funded projects in which College/Institute faculty are Principal Investigators and Co-Investigators. Serve as a program resource to faculty and staff on preparation of grant applications and development of grant budgets. Assist faculty with the development and submission of required reports on grant activity to the grant funder. Prepare records and data for drawdown from funding agency by grants and contracts.
Demonstrate the ability to work independently with minimal guidance and supervision and be proactive in organizing and completing assigned work. Participate in regularly scheduled grant development and planning meetings. Hold quarterly meetings with large grantees to ensure continued grant compliance, spending, and renewal.
25%: Professional Knowledge – Provide updates and counsel to the Dean on State budgets. Provide education and counsel to Principal Investigators and faculty regarding grant pre-award processes and grant post-award administration. Serve as a liaison between the CSI/ICP and the Office of Research Administration on all Pre and Post grant activities. Monitor and reconcile the distribution of F&A funds to ICP, the Department, Institute and PIs on a quarterly basis. Demonstrate knowledge and skills utilizing the following systems: Banner HR, Banner Finance, ECU BIC, ODS, E-Grants, AA Personnel SharePoint, and Microsoft Office (Word, Excel).
15%: Consultation – Consult with PIs on grant award spending, spend down projections (budget forecasting); train/mentor staff members on grant processes (new hire processes, and summer supplemental pay). Provide guidance on budgetary, and personnel-related actions while working with the Institute and Department personnel business officers as needed for hiring grants personnel and tracking grant personnel budgets.
15%: Information Analysis and Decision Making – Prioritize daily tasks, tasks resulting from PI activity changes and/or deadline demands, and unexpected and/or immediate tasks related to grant administration and workload schedule. Review all work for completeness and accuracy in accordance with all established policies and procedures. Develop systems to manage and monitor the operational and financial performance of post-award grant activities on an ongoing basis and monitor performance metrics. Identify and resolve operational issues.

Contingent upon availability of funds
Minimum Education/Experience Bachelor’s degree and three years of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Experience with budgets and budget procedures, including complex spreadsheet management,
reconciliations, and reports. Budget management experience and knowledge of grant applications and management processes.
License or Certification Required by Statute or Regulation N/A
