DEQ has an open opportunity for a Fisheries Stock Assessment Program Manager.

This position currently qualifies for a hybrid telework option with routine office or fully remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. This positional may require travel.
This Fisheries Stock Assessment Program Manager oversees all aspects of the Division’s Stock Assessment Program. The purpose of this position is to manage and oversee the Division’s efforts to statistically analyze and evaluate fishery-related data (independent and dependent) to determine the status of important commercial and recreational fisheries stocks of coastal North Carolina to inform fisheries management.
The primary responsibilities of this position include:
1) manage and oversee all aspects of the Division’s Stock Assessment Program;
2) coordinate and conduct fishery stock assessments (mathematical representation of a fish population used to inform fishery management);
3) provide statistical advice and support for all data collection and processing of Division survey programs to ensure high quality data for stock assessment inputs and decision making;
4) provide analytical and statistical advice, consultation and training to the Director, all Division staff, the Marine Fisheries Commission and other applicable state and regional agency staff;
5) evaluate statutorily mandated fishery metrics such as sustainable harvest through expert statistical analysis of fishery data;
6) quantitatively evaluate specific management actions relative to achieving management goals and objectives specified in fishery management plans;
7) present stock assessment and management evaluation results to the Marine Fisheries Commission, its committees, and the public;
8) Work with resource analysts in other state and federal agencies to conduct stock assessments of important commercial and recreational fisheries stocks on a regional and Atlantic coast scale and accept leadership responsibilities; and
9) supervise up to two stock assessment analyst.
Key Responsibilities:
- Manage and develop the North Carolina Division of Marine Fisheries Stock Assessment Program including developing and control of deadlines, budgets, and activities and coordination of cross-project activities and supervision and support of staff.
- Perform complex stock assessments and advanced statistical analyses in support of fisheries management.
- Provide highly technical statistical guidance, consultation, and training to staff across Division sections and disciplines.
- Represent the North Carolina Division of Marine Fisheries on state, regional, and federal committees.
- Develop written reports and oral presentations for the public and scientific audiences and provide guidance and support to other Division staff in grant and scientific writing.
