Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient, and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture, and rural development through the identification, planning, and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region, and, in collaboration with centres, offices, and divisions at headquarters, develops, promotes, and oversees FAO’s strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation, and draws attention to problems and deficiencies.
RAP supports regional policy dialogue on food security, agriculture, and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture, and rural development in the region. RAP also develops and maintains relations with region-wide institutions including United Nations (UN) agencies and regional organizations, economic integration bodies, and civil society organizations (CSOs) with programmes relevant to fishery and aquaculture development.
The consultancy assignments are located in the FAO Regional (Thailand) or country offices within the region, with the option to be home-based.
Reporting Lines
Qualified candidates will be selected from the roster to work under the overall supervision of the Senior Fishery Officer and the direct supervision of the Fishery and Aquaculture Officers, as required by their terms of reference of the assignment.
Technical Focus
Areas of work are directly linked with the implementation of the Blue Transformation of aquatic foods and include technical considerations (including policy and governance, socioeconomic and environmental aspects) related to sustainable aquaculture (Aquaculture innovation and investment, monitoring systems, sustainable intensification, restoration, low-carbon and environmentally friendly aquaculture in marine, brackish and freshwater ecosystems), sustainable fisheries (stock assessments, multispecies maximum sustainable yield (MMSY), Agreement on Port State Measures (PSMA) and illegal, unreported and unregulated (IUU) fishing, monitoring, control and surveillance (MCS), vessel monitoring system (VMS), fishing gear, fishing vessels climate change mitigation and adaptation, small-scale fisheries and the ecosystem approach), and sustainable value chains (post-harvest, markets and trade, fishery support measures, social protection, gender issues, etc.).
Tasks and responsibilities
• Provides technical advice and support to the FAORAP Fisheries and Aquaculture Module in his/her area of technical expertise (aquaculture, capture fisheries, and sustainable value chains);
• Designs and supports research, data collection, validation, analysis, and/or reporting activities;
• Contributes to the design and review of technical papers, providing expertise and analysis in his/her area of technical expertise, adhering to FAO policies, and collaborating with relevant stakeholders to enhance the quality and depth of the technical papers;
• Contributes to the knowledge management and sharing of information of the FAORAP Fisheries and Aquaculture Module;
• Provides technical backstopping and supports the overall coordination for the effective implementation of fisheries and aquaculture initiatives at both regional and country levels;
• Supports Lead Technical Officers (LTOs) for FAO participation in the Project Steering Committee Meetings and participates in missions and other events in support of the delivery of activities including training, capacity building, participatory and consultative meetings with national experts or other stakeholders, and technical assistance to initiatives;
• Supports LTOs with reviewing reports and providing technical inputs to enhance the quality and accuracy of the documentation;
• Participates and contributes to the strategic planning, conceptualization, implementation, and reporting of the work in fisheries and aquaculture, including attending relevant meetings;
• Supports LTOs on resource mobilization activities, preparing concept notes, briefs, funding proposals, and project documents;
• Provide support as project LTO, alternate-LTO and/or co-LTO and exercise technical oversight of projects and clear procurement actions from a technical perspective; and
• Performs any other duties that relate to his/her area of technical expertise.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree in fisheries management, aquatic biology or ecology, fisheries or natural resource economics, fisheries technology, small-scale fisheries, fishery or marine/freshwater affairs, aquaculture development, sustainable seafood trade, and value chains or other fields related to the sustainable management of fisheries and aquaculture resources.
• At least 5 years of relevant experience in fisheries or aquaculture, including research, management, co-management, value chains, project development, implementation, and monitoring and evaluation.
• Working knowledge of English, French, Spanish, Arabic, Chinese or Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, with emphasis on the Asian region, particularly in field positions.
• Extent and relevance of experience in topics related to the FAO Blue Transformation (sustainable fisheries, sustainable aquaculture, and upgraded seafood value chains).
• Proven capacity to prepare for, participate in, or lead, missions relating to sustainable fisheries and aquaculture development.
• Demonstrated capacity to work in and lead multidisciplinary and multicultural teams and to deliver quality results against tight timelines and budgets.
• Extent and relevance of experience in project backstopping and monitoring.
• Familiarity with GEF projects is an asset.
