OBJECTIVES OF THE PROGRAMME

The objective of the department of Operational Support and Services (OSS) is to ensure high quality, consistent and responsive managerial and administrative services to all programmes and staff in headquarters, and where relevant, to all regions of WHO, and to promote an efficient and collaborative customer oriented working environment to achieve results. Under OSS, the Asset Management Unit consists of the following sub-units:

(i) Asset management,

(ii) Inventory reporting,

(iii) Fleet management services (WFS). The aim of WFS is to provide WHO programmes with safe, reliable, timely and cost-efficient transport solutions, with reduced environmental impact, enabling WHO staff to deliver programme activities.

 

DESCRIPTION OF DUTIES

Reporting to the Programme Manager, under the overall guidance of the Head Logistics Support Services and working closely with counterparts in WHO offices at all levels, the incumbent administers WHO’s Fleet Management System (Tracpoint) and provides administrative and managerial support to the WFS team. This involves ongoing contacts with country, regional and HQ staff to ensure the well-functioning of Tracpoint. This includes liaising regularly with fleet management services providers to trouble shoot technical or administrative issues.

  • Act as the Global Administrator for the WHO Fleet Management System (FMS) and coordinate with Fleet Management System provider and WHO regional and country offices to ensure that all WHO vehicles are equipped and monitored with Vehicle Tracking Systems (VTS).
  • Liaise with Fleet Management System provider to trouble shoot any hardware or software issues reported by WHO offices.Deliver training and helpdesk support to WHO offices staff to access the FMS and install / uninstall VTS.
  • Provide regular reports and analysis on status of compliance of WHO offices with WHO road safety and vehicle management policy.
  • Monitor, reconcile and update fixed asset data completeness both in FMS and WHO ERP (GSM/BMS).Liaise with the FMS service provider to make projections and reconcile license fees for each WHO office, oversee backcharging process and ensure payment of invoices.
  • Prepare contracts (Purchase Orders (POs), Agreements for Performance of Work, Consultants etc.) and follow-up their completion and payment of related invoices.
  • Liaise with other administrative units to ensure effective administrative support for the WFS team.
  • Assist in the oversight of organization of meetings and workshops.
  • Monitor and report on financial implementation of WFS’ workplan.
  • Keep track of all contract extensions and renewals.
  • Perform any other related duties, as required.

 

REQUIRED QUALIFICATIONS

Education

Essential: A first level degree from a university of recognized standing in business administration or other related field.
Desirable: Professional certification in areas such as transport and/or logistics operations management. Training or knowledge of information management systems and their application to logistics, transport or supply management and monitoring.

 Experience

Essential: Minimum two years experience providing support in the area of administration, accounting or logistics operations in the military, commercial or international organizations/institutions at the national and /or international levels. Proven experience in use of databases.
Desirable: Prior working experience in managing fleet logistics operations, including emergency or humanitarian situations with international organizations.

 Skills

Proven organizational and time management skills with the ability to multitask, identify and solve problems with little supervision. Data analytical skills. Strong interpersonal and administrative skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1998 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
