Food Security and Livelihoods Program Manager

GENERAL OBJECTIVES:

The FSL Program Manager, in close collaboration with the Head of Base will ensure regular oversight, monitoring, and support to the management of Gaza Base’s FSL department and grant portfolio, throughout the entire project lifecycle, from early discussions with the donor (if requested) and/or organisational partners, proposal preparation, technical design and quality implementation oversight, to donor requirements and reporting.

The FSL Program Manager will oversee the FSL Department in Gaza Base, ensure the overall management and supervision of the department’s staff (comprised of Heads of Projects, Field Officer and Field Assistants as well as Business/Employability Coaches) and take the lead and coordinate the process of development of high-quality funding proposal and concept notes in compliance with Action Against Hunger oPt standards and deadlines, in coordination with the Head of Base, FSL Coordinator, Grant Manager and Deputy Country Director. It is also expected that the FSL Program Manager will work with the Advocacy coordinator to identify topics in line with FSL and Advocacy strategies.

The FSL Program Manager is responsible for ensuring quality implementation within the FSL Department, following up on building the capacities of the Heads of Projects and Field Staff, as well as ensuring that Sources of Verification and collected and archived according to Action Against Hunger and Donor standards.

This is an extremely dynamic and rigorous role, requiring strong coordination and organisation skills, to ensure that all deliverables are produced in a timely manner, which can be a challenge at times. The FSL Program Manager is required to keep in regular contact with other departments including Nutrition, Wash (to ensure programmatic integration), MEAL, logistics, and administration.

The FSL Program Manager will develop capacity-building initiatives, such as workshops or short training sessions, for staff in the FSL department, and that they hold regular coordination meetings within their team.

The FSL Program Manager will be required to represent Action Against Hunger in the relevant fora, which include, but is not limited to the Food Security Sector in Gaza, the Cash Working Group, and the relevant working groups and task force leading when appropriate to strength ACF cluster collaborations and positioning.

KEY ACTIVITIES

Objective 1: Strengthen Emergency Operations and Early Recovery Efforts in Food Security and Livelihoods (FSL) in the Gaza Base

  • FSL Strategy and Action Plan Development: Ensure ongoing review and adjustment of the FSL strategy to adapt to evolving emergency conditions and effectively meet the needs of affected populations. Review and prepare an action plan for the FSL emergency response strategy. Collaborate closely with the FSL team, the Head of Base, FSL Co. and the DCD to ensure the plan effectively addresses immediate needs and supports early recovery efforts.
  • Challenge Identification and Data Analysis: Identify challenges in the livelihood and food security sector specific to emergency situations. Participate in the collection and analysis of real-time data related to FSL in the Gaza Strip, coordinating with the MEAL department and relevant clusters to inform rapid response actions.
  • Exploration of New Interventions: Explore and identify potential emergency and early recovery intervention areas that align with AAH’s mandate and community needs. This contributes to the swift development and adaptation of AAH programs in Gaza.
  • Assessment and Coordination: Analyze the relevance and potential impact of emergency FSL activities in the Gaza Strip. Ensure active participation in relevant coordination forums (e.g., FSS, CWG) to align efforts and share critical information.
  • Needs Identification: Conduct regular visits, literature reviews, and design and implement emergency needs assessments to identify the most vulnerable populations’ immediate needs.
  • Response Proposals: Propose cost-effective and high-impact emergency responses to identified needs, focusing on rapid relief and early recovery.

Objective 2: Project implementation & quality, follow-up and monitoring:

  • Organize and supervise the effective implementation of Action Against Hunger Food Security and Livelihoods project activities, in close coordination with MEAL, administration, logistics, finance and HR departments.
  • Define program implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization) based on existing approaches and SoPs.
  • Analyze the appropriateness, adequacy and potential impact of all interventions based on known contexts and needs.
  • Draft and revise as necessary internal and external reports. Report activities achievements both internally (to supervisory staff and team members) and externally (donors).
  • Follow up of project budgets and expenditure with FSL head of projects to ensure the effective and appropriate utilization of funds for each project within specified timeframes and donor regulations.
  • Follow up of project logistical planning and procurement with FSL head of projects to ensure adequate forward planning and adherence to Action Against Hunger and donor timeframes, rules and regulations.
  • Identify program constraints and problems during implementation, propose solutions and implement after validation if necessary.
  • Participate in the development of an adequate MEAL plans linked with the relevant project indicators in coordination with the MEAL department in Gaza; formalize the results in a report to be shared with supervisory staff.
  • Report on protection issues observed in the course of implementation of AAH projects in Gaza.
  • Capitalize knowledge within the team by holding regular department meetings, and within the mission

Objective 3: Food Security and Livelihoods team management

  • Direct line management of Head of Projects.
  • Ensure good communication with team members and coach team staff for positive growth and development.
  • Ensure a smooth and effective communication with all FSL department team members, creative a positive working environment and encouraging collaboration within the team.
  • Plan and follow up the recruitment of new members of the Gaza FSL team.
  • Participate in the revision of the HR FSL team structure.
  • Follow up the staff allocation in collaboration with finance and HR department.
  • Plan and coordinate team members’ activities through weekly and monthly work schedules.
  • Identify the FSL team members training needs and follow up with HR.
  • Evaluate each team member’s performance following Action Against Hunger appraisal procedures, in collaboration with the Admin/HR Department and Head of Base.

CANDIDATE DESCRIPTION:

  • Bachelor’s and/or master’s degree in international cooperation and development, economics, political sciences or agriculture
  • Program Cycle Management: Expertise in the full cycle of program management, including:

Identification, implementation, MEAL, budgeting, logistic procedures, reporting, and donor compliance. Expertise in Emergency Response.

Expertise in Cash and Voucher Assistance (CVA) Interventions.

Expertise in agricultural development and livestock management is considered a plus. Expertise in Employability, business, and Value Chain Development is considered a plus. Knowledge in Gender and Protection Mainstreaming.

  • At least 7 years of field humanitarian experience having 3 years in a managerial position. Experience with INGO preferred.
  • Experience working in complex humanitarian contexts and recovery.
  • Experience in integrated approach of livelihood programming and protection.
  • Experience in distribution for humanitarian operations.
  • Excellent oral and written English.
  • Fluent in Arabic (native speaker) highly desirable.
  • Full proficiency in MS-Office and Outlook needed. Familiarity with analytical tools such as PowerBI and ODK an asset
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

REMUNERATION PACKAGE

  • Contract Length: 12 months with possibility of extension.
  • Based: in Gaza with frequent trips to Jerusalem or Cairo, subject to visa requirements.
  • A compensation package estimated at 60,476 EUR gross/year consisting of:
  • Salary: 40676 € gross/year divided in 12 payments.
  • Difficult allowance: 4,800 EUR per year (Once the person is inside Gaza and not fixed. This plus is reviewable throughout the contract based on the applicable risk analysis.
  • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.

  • Housing or similar accommodation.
  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).

  • 25 days of paid vacation per year.
