Duties And Responsibilities:

Under the overall authority of the Director of UNESCO Regional Office in Bangkok (hereinafter called UNESCO Bangkok), and the direct supervision of the CI Regional Adviser for Communication and Information, the Individual Specialist shall undertake the following assignments:

Support the planning, implementation and reporting of projects under the UNESCO Memory of the World (MoW) Programme in Asia and the Pacific:

  • Co-manage the Japanese Funds-ln-Trust project “Consolidating the Gains in Policy Development and Capacity Building for the Preservation and Accessibility of Documentary Heritage”, including the strategy planning and overall coordination of activities and personnel, budget monitoring and project reporting.
  • Contribute to programme drafting, agenda planning, multi-stakeholder consultations and logistical coordination for the organization of the 10th General Meeting of the Memory of the World Regional Committee for Asia and the Pacific (MOWCAP) tentatively scheduled in May 2024.
  • Assist the project manager in the activity planning and implementation of the Korean Funds-ln-Trust project “Supporting the Post-Disaster Recovery of the Bagan Archaeological Area and Monuments through the Preservation and Digitization of the Bagan Photographic Archive”.
  • Contribute to programme drafting, agenda planning, multi-stakeholder consultations and logistical coordination for the MoW consultation meetings and capacity-building activities, including one joint Thailand-Laos activity.
  • Develop presentation and provide consultation, and whenever necessary, further conduct and promote gender mainstreaming studies in the MoW Programme.
  • Assist in the initiation and launching of other new MoW projects planned by CI Bangkok for the biennium 2024-2025.
  • Mobilize and consult the MoW institutions, working groups and experts including MOWCAP, National MoW Committees, UNESCO field offices, memory institutions from Southeast Asia, JFIT-MEXT toolkit expert group, etc., for the above projects and activities.
Facilitate the implementation of UNESCO’s International Programme for the Development of Communication (IPDC) projects in 2024:
  • Kickstart the 2024 project application process for the Mekong region via UNESCO Bangkok platform.
  • Coordinate the establishment of a regional proposal jury committee.
  • Provide consultation on fund allocation, project implementation and reporting, to CI’s Programme Assistant and the Project Officer on freedom of expression and safety of journalists.
  • Serve as the focal point for Thailand in the UNESCO-CODEMAO Asian-African Youth Coding Initiative, coordinating and implementing activities in accordance with the Headquarters directive for Phase II.
  • Develop or contribute inputs to CI’s workplans and periodic reports for regular programming and the mentioned projects, sharing updates with Headquarters, donors, Member States, and other stakeholders for the biennium 2024-2025.
  • Assist in planning and developing publications, toolkits and other communication materials for the above projects and activities in close coordination with the Public Information and Outreach Unit.
  • Undertake mission as necessary and approved by the Supervisor.
  • Undertake other tasks related to the above projects as and when assigned by the supervisor and the Director.
In line with UNESCO’s overall gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

Required Qualifications:

Education:

  • An advanced university degree (Masters or equivalent and above) in the field of communication arts, development studies, humanities, social sciences or related areas. 
Professional Work experience: 
  • Minimum 2 years of progressively responsible relevant work experience in the field of media and literacy, of which at least two years were acquired at the regional/international level. 
Skills and Competencies: 
  • Knowledge of Asia-Pacific heritage archives and media and literacy issues Proven conceptual and analytical skills 
  • Effective planning and organizing ability 
  • Capacity to follow up and coordinate independently with minimal supervision Proven ability to work efficiently in a dynamic and multicultural team environment Excellent coordination and interpersonal skills 
  • Proven capacity to build and maintain effective partnerships inside and outside the organization Ability to work under pressure. 
Languages:  
  • Excellent knowledge of English; knowledge of other UNESCO official languages is an asset.
