Duties

  • Responsible for program and project management and establishing program objectives and performance measures. In particular, serve as a missile expert implementing NNSA’s statutory and policy responsibilities in the areas of export license reviews for missile and dual-use goods; WMD-related interdiction; support for U.S. sanctions activities under respective statutory authorities and executive orders; support to U.S. participation in the multilateral export control regimes; support to the National Security Council-led meetings; and export compliance guidance for the DOE/NNSA complex.
  • Serve as an expert to high level managers and officials within the agency and to various other U.S. agencies and international organizations. In particular, represent DOE/NNSA with other U.S. agencies, multilateral organizations, and foreign government agencies concerned with nonproliferation, export controls, interdiction, and technology security, in order to persuade them to accept the NNSA and U.S. viewpoint on highly significant and often controversial positions. Prepare decision memoranda, briefing materials, Congressional testimony, speeches and /or relevant correspondence in support of export control efforts, interdiction, information technology resources, licensing, and strategic analyses, with a focus on missile issues.
  • Manage national laboratory activities in the missile area that support U.S. nonproliferation, technology security, and export control efforts throughout the DOE/NNSA complex. Support NNSA’s implementation of complex statutory mandates in the missile area.
  • Coordinate and integrate project activities, and manage and administer project resources, monitor project activities and resources to mitigate risk. Provide information and analysis that identifies, interprets, and develops alternatives and options to complex nonproliferation and export control questions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., EN-00 or GS-11 in at least TWO of the specialized experience requirements below. Specialized experience for this position:

  • Knowledge of missiles and delivery systems and their technologies as well as broader nonproliferation laws and policies and issues to support implementation of export control licensing and interdiction programs for dual-use technologies to strengthen national security.
  • Ability to evaluate the applicability of new and emerging technologies to missiles and delivery systems, and the associated nonproliferation impacts and convey these issues in a clear and concise manner to technical and non-technical audiences.
  • Experience in reviewing and developing policies related to missiles and delivery systems.
  • Ability to represent the agency on missile-related nonproliferation issues in U.S. interagency meetings and in international fora with foreign governments.

Examples of Specialized Experience:
1. Manages relationships with foreign and domestic partners, multi-disciplinary laboratory teams, develops program or project strategy, scope, budget, and schedule, tracks critical milestones, manages quality and risk, maintains of project documentation, evaluates work performed, and applies of critical thinking to identify, and resolve issues.
2. Communicates with other U.S. agencies, multilateral organizations, and foreign government agencies concerned with nonproliferation, export control, interdiction, and technology security, in order to persuade them to accept the NNSA and U.S. viewpoint on key nonproliferation issues.
3. Serve as a missile expert implementing NNSA’s statutory and policy responsibilities in the areas of: export license reviews for missile and dual-use goods; WMD-related interdiction; support for U.S. sanctions activities under respective statutory authorities and executive orders; support to U.S. participation in the multilateral export control regimes; and support to the National Security Council-led meetings.
