Duty Station: Washington, DC
Telework/Remote: Telework is four days per pay period (two days per week); the position is not remote eligible.

Appointment Type: This is an excepted service, time-limited appointment that is not-to-exceed five years, with the potential for two two-year extensions.
Salary: $102,229 – $150,127 per year

Description of Organization: The position serves as a Program Officer in IPI/ITR/T. ITR leads USAID’s work in expanding innovative technologies, processes, and practices that amplify the success of USAID’s programming. ITR/T supports key Agency priorities by embracing responsible digital development within the Agency and with stakeholders and partners externally.

Duties and Responsibilities: The incumbent will serve as the Program Officer in ITR/T. The Program Officer provides expert guidance to ITR, other Bureaus, Operating Units, and Mission colleagues with a focus on how to ensure responsible integration of emerging technologies like machine learning in USAID programming and in the countries in which the Agency operates. The Program Officer will:

  • Serve as the primary Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) for ITR/T’s Digital Invest blended finance program proactively engaging USAID’s Office of Acquisition and Assistance (OAA) and Office of the Chief Financial Officr (CFO) to streamline individual Digital Invest award transactions and operations;
  • Prepare and track award budgets;
  • Provide other operational support for Digital Invest program, including timely assistance to Digital Invest awardees and partners on all relevant aspects of the program, including SAM.gov registration, tracking and assessing accruals, developing, drafting, and executing amendments, and reviewing and certifying award milestones;
  • Support ITR/T in budget development and requests, draft and manage Congressional notifications of funds, and liaise with interagency, specifically with the State Department Cyberspace and Digital Policy Bureau on budget, programs, monitoring, and evaluation of the Digital Connectivity and Cybersecurity Partnership; and
  • Determine resource requirements and recommend resource allocations consistent with Administration, Bureau, and country-level strategies and based on priorities.

Qualifications: To qualify for the position of Program Officer, FL-043-03, you must possess the required specialized experience specific to the series and grade you are applying to.

Conditions of Employment:

  • Must be a U.S. citizen. Candidates must indicate whether they are a U.S. citizen. If citizenship is not stated, the application will not be considered.
  • Must be eligible to obtain and maintain a Secret security clearance.

Knowledge, Skills, and Abilities: 

  • Five to seven years of experience with U.S. Government contracting and financial systems, including Phoenix and Sam.gov.;
  • Demonstrated knowledge of Agency or organizational policies, procedures, program cycles, and program designs; and
  • A Bachelor’s degree.
