About Us

Yugunga-Nya Native Title Aboriginal Corporation RNTBC ICN 9509 (YN PBC) is the registered native title body corporate for the Yugunga-Nya People. On 2 November 2021, Yugunga-Nya Native Title was Determined by the Federal Court over 21,305 square kilometres of land in the Mid-West and Murchison regions of WA, including Meekatharra and Cue.

YN PBC holds on trust the native title rights and interests of the Yugunga-Nya People. The corporation is responsible for delivering core governance and operational activities, fulfills obligations under mining agreements and ILUAs, implements programs to benefit Yugunga-Nya People, protects and preserves Yugunga-Nya land and heritage, and creates pathways for economic empowerment through employment, training and business opportunities. 

YN PBC is registered with the Office of the Registrar of Indigenous Corporations (ORIC) and is currently based in Perth.

The Role

YNPBC requires a Future Acts, Agreements, Compliance & Governance Coordinator to work closely with the Board, CEO and Heritage Manager in a highly collaborative small team environment.

  • Manage some aspects of the future act regime
  • Monitor existing future act and other agreements

Monitor some aspects of YN PBC’s compliance with relevant laws that relate to the 2 distinct roles of the YN PBC as:

  • An Aboriginal corporation under the Corporations (Aboriginal and Torres Strait Islander Act) 2006 (Cth) and the YN PBC Rule Book; and
  • A prescribed body corporate under the Native Title Act 1993 (Cth) and the Native Title (Prescribed Bodies Corporate) Regulations 1999 (Cth).
  • Contribute to governance as required

The Duties

Duties and responsibilities include, but are not limited to:

  • Work collaboratively with the Board, CEO and Heritage Manager to provide assistance as required.

This includes (but not limited to):

Future Acts:

  • Manage some aspects of the future act regime including responding to all future act notices whether:
    • Objection;
    • Right to negotiate;
    • Consultation; or
    • Comment.
  • Forward future act agreements (whether land access, heritage or other consultation agreements) depending on the future act notice.
  • Develop strong, positive relationships with proponents and government bodies.
  • Brief external legal counsel when required to negotiate.

Agreements:

  • Contribute to reviews of agreements and contracts, including:
    • existing future act agreements; and
    • organisational/operational agreements and contracts.
  • Communicate with external parties on agreements and contracts.
  • Bried external counsel when required to negotiate.

Compliance:

  • Work with CEO and Heritage Manager to monitor and report on proponents’ compliance with agreements
  • Work with CEO and Heritage Manager to monitor and report on YN PBC’s compliance with its existing future act agreements and obligations under the Native Title Act 1993 (Cth).

Governance:

  • Contribute to the strategic development and management of the objects, vision and direction of YNPBC.
  • Assist in the development and management of PBC resources, including human and financial resources.
  • Contribute to strategic planning and policies.
  • Contribute to developing partnerships and securing funding for relevant programs, policies and initiatives.

Selection Criteria

Essential:

  • Demonstrated cultural competence with Aboriginal people.
  • Ability to work self-sufficiently with limited administrative support.
  • High level interpersonal skills with the ability to establish and maintain positive and productive relationships with proponents, government and other partners and stakeholders;
  • Ability to work independently and take initiative.
  • Ability to work collaboratively with CEO, Heritage Manager and staff
  • Ability to work in a busy environment while managing conflicting demands.
  • Experience working in the native title for a mining company, National Native Title Tribunal, native title representative body or for an RNTBC or PBC.
  • Ability to travel in regional and remote areas of the Mid-West.

Desirable:

  • Para legal/Legal qualification
  • An understanding of the cultural, social and economic circumstances of Aboriginal people and remote communities.

Special requirements

  • Class ‘C’ Drivers Licence
  • Appointment subject to a National Police Clearance
  • Evidence of up-to-date COVID-19 vaccination

  • Pre-employment drug and alcohol screen 

Remuneration & Benefits

  • A generous salary plus superannuation, commensurate with experience;
  • 2 year contract, subject to probationary period;
  • 5 weeks annual leave;
