Description

Galileo Public Regulated Service Engineer in the PRS and System Security Engineering Unit in the Galileo System Security Service, Galileo Project Office, Galileo Programme Department, Directorate of Navigation.
The Galileo System Security Service oversees security-related activities for the Galileo core infrastructure, including the end-to-end system security engineering, design and development of the Galileo Public Regulated Service (PRS) infrastructure, security accreditation and cyber security.
The PRS and System Security Engineering Unit is responsible for the specification, design, implementation and qualification of the PRS, system and segment security requirements within the Galileo Programme.

Duties

You will report to the Head of the PRS and System Security Engineering Unit and your main tasks and responsibilities will be as follows:

 

  • Leading the end-to-end definition, design and qualification of the Galileo Public Regulated Service (PRS) and associated innovative services, ensuring alignment with system expectations, and incorporating lessons learned from the Galileo First Generation design and validation.
  • Coordinating the design and definition of PRS functions and associated Interface Control Documents in collaboration with the System Engineering, Ground and Space Segment teams, contributing to system architecture and its operational concept.
  • Maintaining the PRS System Technical Baseline and ensuring technical consistency throughout the project.
  • Defining the PRS system design, development and validation plan, managing system validation activities leading to the final declaration of service.
  • Providing support for procurement activities related to PRS, including defining technical and programmatic baselines and evaluating industrial proposals.
  • Supporting the development and maintenance of the PRS test bed and system tools (including the test user receiver, radio frequency constellation simulator, etc.) required for Galileo Second Generation PRS qualification and validation, including coordination of experimentation activities in the PRS field.
  • Participating in ESA and EU working groups, translating user needs into mission requirements and addressing technical and programmatic aspects of PRS provision.
  • Supporting the definition, preparation and maintenance of system qualification test campaigns to ensure PRS user segment compatibility with the developed system and its operational concept.
  • Staying informed about emerging technologies and trends in satellite navigation and security, fostering collaboration and alignment with internal teams, external partners and government stakeholders to propose PRS evolutions.
  • Regularly reporting to the Head of the PRS and System Security Engineering Unit on PRS-related activities and progress.

 

Your duties may also include supporting other activities within your field of competence and the transfer of knowledge across the Agency.

Technical competencies

Strong experience in end-to-end space system engineering for large and complex systems together with substantial experience in all project phases
Good knowledge of space-based navigation systems, signals and security engineering applied to space systems
Experience in cryptography and encryption schemas
Knowledge of security assurance processes and evaluation standards

Education

A master’s degree in systems engineering or a related discipline is required for this post.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible to access technology and hardware which is subject to European and US export control regulations and for security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency’s security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
