JOB SUMMARY
The Gaza Response Manager oversees project planning and execution in Gaza and support provided from Jerusalem/West Bank, Egypt and Jordan, ensuring adherence to objectives, performance standards, and donor regulations. Under the line management of the Director of Health and Emergency Programs, the Gaza Response Manager supports country offices in seeking in-country funding opportunities, partnerships, and proposal development. The Gaza Response Manager is responsible to provide guidance to and manage country directors, ensuring the effective execution of programs and the development of funding and partnerships opportunities. They lead MedGlobal strategy, develop staff capacity in risk management, and ensure program alignment with MedGlobal mandate and local laws. Responsibilities include managing country representatives in each country.
MAIN DUTIES AND RESPONSIBILITIES
Leadership
- Provides strategic leadership and ensures excellence for a healthy growing operational portfolio in Gaza.
- Guide and assist the assigned countries in the design, planning, implementation, monitoring and evaluation of country programs.
- Provide policy, resources and legal guidance to HQ for quality management of programs in Gaza, Jerusalem/West Bank, Egypt and Jordan.
- Build strong partnerships with local and international non governmental organizations in Gaza, Jerusalem/West Bank, Egypt and Jordan.
- Ensure the overall enterprise risks of the programs in operations are addressed, revised and managed proficiently.
- Ensure contingency plans and exit strategies are developed to cater for upcoming risks and future developments.
- Ensure coordination with other departments for proper start-up of activities in the countries of operation
- Ensure quality standards are respected in the implementation and overall management of programs within all phases of the responses
- Weekly meetings with all field teams to collect updates and ensure proper progress of weekly activities and tasks
Program Support for Countries
- Lead and advise on programs.
- Support country offices to develop needs and risk assessment, program expansion plan and complete detailed planning, assessments as per the need.
- Drives and ensures the adaption, integration, and learning around key areas.
- Support project implementation processes at a tactical level including support mechanisms and preparing the team for unforeseen eventualities.
- Appraise and provide feedback on project-related documents – i.e., concept notes, proposals, and reports, both narrative and financial, assessments, evaluations, reviews, etc.
- Effectively manage and support the country representatives to deliver multiple donor programmes that cover a combination of Humanitarian and Development interventions.
- Ensure that each project has work plans and M&E plans in place to ensure effective programme delivery.
- Establish an effective monitoring system to ensure projects are delivered and impact and learning is recorded.
- Ensure Health and Nutrition cluster coordination meetings have representation by MedGlobal including occasionally attending. Regularly review minutes.
- Conduct periodic field visits to countries of responsibility to validate progress reports, identify problems and issues to address during the projects implementation and make recommendations for improvement.
- Ensure that contractual obligations are met in terms of project deliverables.
- Development of project support documents (country profiles, briefing packets, etc.) and prepare or contribute to briefings on matters concerning assigned countries
- Follow up on queries to and from the field with relevant departments – i.e. finance, purchasing/logistics, HR and IT.
- Work on building a positive environment to support volunteers and increase their productivity during the missions
- Contribute to briefings on matters concerning Gaza
- Work closely with the country representatives towards achieving the goals and objectives in each country and translate the organizational 3 years strategic plan into action plans
- Participate in bi-weekly meetings with the Director of Health and Emergency Programs to provide program status updates.
- Review and provide feedback on Gaza strategies and plans to ensure they are aligned with global MedGlobal priorities and initiatives
Human Resource and Administration
- Overseeing recruitment of national staff in Gaza, Jerusalem/West Bank, Egypt and Jordan.
- Ensuring MedGlobal HR policies and terms and conditions, national employment law are consistently and effectively implemented.
- Mentors country representatives to achieve performance metrics and core outcomes and oversees the establishment and functioning of a strong, effective senior management/leadership team.
- Ensure databases of country-specific information and documentation of each country’s ongoing projects is up to date.
- Providing training to field staff on database management, project management and project life cycle
Finance Management and Legal
- Oversee program budgets, monitoring, learning and reporting in line with MedGlobal and donor requirements.
- Ensure monthly financial reporting with the HQ
- Ensure maintaining databases of country-specific information and documentation of each country’s ongoing projects
- Providing training to field staff on database management, project management and project life cycle
Resource Mobilization
- Support proposal writing and applications for funding.
- Support program development and fundraising plans (quarterly and yearly with targets).
- Increase income and revenue through innovative resource mobilization efforts focusing on institutional grants, corporate and individual donors – both locally and internationally
- Engage with key donors and stakeholders to receive funding prior to expiration of the contract
- Engage with Govt agencies, INGOs, NGOs, UN and embassies to support the identification of strategic partnerships and funding
Communication and Advocacy
- Support MedGlobal advocacy and media efforts in close cooperation with the Communication and Advocacy Departments
- Represent MedGlobal to all stakeholders and regional officials on MedGlobal current and future work (present detailed representation and promotion of MedGlobal work)
- Develop MedGlobal presence in the region.
- Support donor visits effectively to contribute to strategic planning.
Safety & Security
- Monitor major safety and security risks in Gaza, Jerusalem/West Bank, Egypt and Jordan, supporting risk mitigation actions and work closely with other HQ stakeholders to assure an immediate and adequate response to safety and security issues.
QUALIFICATIONS AND SKILLS
- NGO experience and understanding of government, NGO and UN bodies and proven ability to coordinate with these entities.
- A minimum of a bachelor’s degree in a relevant field, degree in health or nutrition-related fields is a plus.
- Legally entitled to live and work in Jerusalem/West Bank.
- At least 5 years of program design and management experience, including institutional donor grants and budget management.
- Extensive management experience working in development or humanitarian work, particularly in Natural Disaster, Conflict or Crisis situations.
- Strong diplomatic, negotiation, and leadership skills.
- Familiarity with the Gaza context preferred.
- Experience with personnel management including supervision and training.
- Experience with writing, project proposals, budgeting methods, report generation.
- Experience with computer systems and related software applications.
- Willingness to work in a low-resource setting with potential security risks.
- Excellent attention to detail and strong organizational and project coordination skills.
- Strong ability to analyze and understand complex situations and translate these into specific policy advice.
- Ability to make good judgment on staff safety and provide appropriate advice.
- An extensive network of contacts in local authorities, UN agencies, INGOs and NGOs.
- Fluency in Arabic required.
