SEED’s programming focuses on three key objectives: 1) the delivery of transformational, comprehensive services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-development programs; and 3) promoting policy and social change to strengthen the rights of, and protections for, vulnerable groups and individuals through public awareness, technical assistance, and advocacy.

 

Role of the GBV Working Groups Coordinator:

The GBV Working Groups Coordinator will assist in building a sustainable, localized response architecture for combating gender-based violence (GBV) following the transition from a humanitarian to development designation in Iraq. The GBV Working Groups Coordinator will contribute to the coordination of  the work of the regional GBV Sector Coordination Group (GBV SCG) and its governorate-level working groups (WGs), and will assist in a leadership role on the Erbil WG, communicating with all appointed governmental and non-governmental leads to harmonize approaches across the sector and support the effective operation of all constituent parts. The Coordinator will be responsible for liaising with government counterparts, leading or contributing to WG monthly meetings, and other sessions, planning, and helping to assess needs. The Coordinator will report to the GBV Sector Lead and work in close collaboration with GBV Technical Advisors. The GBV Sector Coordinator works in SEED’s office in Erbil with regular travel to other sites within the KRI. 

Specific Tasks:

GBV Working Groups Coordination and Implementation (60%): 

  • Organize and co-facilitate meetings for the GBV Working Groups Coordination Group (GBV SCG) alongside government counterparts, ensuring follow-up on action points and implementation of key decisions, and providing administrative and logistical support.
  • Provide support to coordinators of the governorate-level GBV Sector Working Groups.
  • Develop and maintain processes, mechanisms, and documentation for the successful implementation of the regional GBV Sector project.
  • Ensure that regional GBV Sector partners are kept informed on GBV needs, analysis, gaps, planning, and funding.
  • Prepare any needed communications for the regional GBV Sector.
  • Represent the GBV Working Groups with stakeholders and reflect the priorities, advocacy issues, needs, and resource mobilization requests from sector partners
  • Liaise with the translation team to ensure the timely translation of materials, meetings, or activities as needed.
  • Lead or contribute to workshops and other sessions, helping to share knowledge and build capacity around GBV issues.
  • Ensure information exchange and coordination on GBV and protection issues with other relevant entities and stakeholders, including government, the Iraq GBV Sector, GBVIMS Focal Point, and other sector coordination platforms, as well as development and humanitarian organizations.
  • Maintain updated and accurate service mapping and GBV referral pathways.
  • Support assess needs, identifying gaps in services and opportunities for improvement and working with partners to develop strategies and plans to address those gaps.
  • Ensure that activities are aligned with the organization’s strategic plan, and manage timelines and resources to ensure that objectives are met.
  • Serve as the Erbil GBV Working Group Co-chair representative.
  • Provide leadership to the Erbil Working Group, ensuring that the WG is making progress towards established objectives and that everyone is supported and motivated to achieve those objectives.
  • Identify, build, and manage collaborative partnerships with other NGO partners, coordination bodies, local authorities, and other stakeholders.

 

Strategic Planning (15%):

  • Facilitate GBV needs assessments and analysis, and contribute to any reporting.
  • Develop and periodically review, with government counterparts, a common protection strategy and a work plan that prioritizes protection needs and gaps and identifies response, remedial and environment-building activities.
  • Ensure effective implementation of the work plan in consultation with partners.
  • Ensure adequate monitoring and reporting mechanisms are in place to review the progress and outcomes of the regional GBV Sector. 
  • Develop strategic partnerships and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, and program partners.

 

Technical Assistance and Capacity Building (15%):

  • Identify gaps or capacity needs of the member organizations and identify opportunities for targeted training and capacity building.
  • Identify gaps or capacity needs of government counterparts and collaborate with the regional GBV Sector team to ensure responsive training and capacity building.
  • Identify technical assistance needs for partners and government counterparts, including the development of technical products, such as policies and procedures. 
  • Work with partners and government counterparts to mainstream GBV across policies and procedures.

Administrative and Miscellaneous (10%)

  • Develop agendas, meeting minutes, and supporting documents and materials for the regional GBV Sector.
  • Write work plans and reports as needed.
  • Assist in writing proposals and engaging in other fundraising efforts as needed
  • Other duties as required.

 

Qualifications & Preferred Skills

  • Minimum of 3 years working in the field of GBV or protection in international development or humanitarian settings.
  • Previous experience in cluster/sector coordination; previous experience as a cluster/sector coordinator preferred.
  • Previous experience in information management is preferred.
  • University degree relevant for development work, preferably related to gender studies, human rights, international development, law, social work, social sciences or other relevant areas.
  • Excellent coordination, leadership, and organizational skills.
  • Excellent communication, interpersonal, and representational skills.
  • Full adherence to PSEA, Child Safeguarding, Code of Conduct, and Conflict of Interest policies.
  • Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.
  • Ability to work in a stressful setting and adapt quickly to changing environments.
  • Well-organized, self-motivated, and has the ability to work in a team.
  • High standard of spoken and written English, Arabic, and Kurdish.
  • Computer literate, especially in Microsoft Office packages.
