ABOUT THE COMPANY:

Following the 1994 genocide in Rwanda and the establishment of a new government there, some 1.2 million Rwandese Hutus — including elements who had taken part in the genocide — fled to the neighbouring Kivu regions of eastern DRC, formerly Zaïre, an area inhabited by ethnic Tutsis and others. A rebellion began there in 1996, pitting the forces led by Laurent Désiré Kabila against the army of President Mobutu Sese Seko.

Kabila’s forces, aided by Rwanda and Uganda, took the capital city of Kinshasa in 1997 and renamed the country the Democratic Republic of the Congo (DRC).

 

JOB SUMMARY

 

Org. Setting and Reporting
This position is located within the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Gender Affairs Officer will be based in Kinshasa. The Gender Affairs Officer reports to the Senior Gender Affairs Officer, Chief of Gender Affairs Section, located in the Office of the Special Representative of the Secretary-General (SRSG).
Responsibilities

Within the limits of delegated authority, the Gender Affairs Officer will be responsible for performing the following duties: • Supports the implementation of UN Security Council Resolutions on Women, Peace and Security and the DPO Policy on Gender in Peacekeeping Operations 2024-2029, as well as the DRC’s National Action Plan for the implementation of the resolution 1325, and of the Mission’s disengagement plan and transition process.

• Supports the implementation of the Mission’s Gender Action Plan and Strategy of the Mission to mainstream gender considerations into the work of each mission component, and technically supports the mission’s Gender Focal Points in other mission components to integrate gender and women, peace and security into the mission’s mandated priorities.

• Supports knowledge management and data collection with regard to gender policy and facilitates the collection and exchange of information between partners and the Gender Affairs Section.

• Drafts, collates and edits specified results-based inputs for all gender related reports and documentation as required. • Supports the provision of technical expertise as required to relevant partners and Mmission components on strategies for gender mainstreaming, including expanding the capacity for gender analysis and designing gender-sensitive policies and programmes.

• Supports awareness raising and collaborates with the Mission’s training unit to develop and deliver gender training to Mission civilian and uniformed staff members, and conducts orientation activities to strengthen mainstreaming of gender and women, peace and security (WPS) within the Mission.

• Supports the implementation of the MLT decisions on Gender markers in the Mission, gender sensitive indicators, gender analysis and reporting with sex-disaggregated data by all relevant Mission components, including through the delivery of gender training to uniformed and civilian mission personnel and orientation activities on gender markers in the mission.

• Supports Mission’s advocacy for the involvement of women and a gender perspective in conflict prevention and conflict resolution mechanisms, political processes, and a gender responsive DDR, POC and SSR.

• Advises and guides Mission components so that all proposals for QIPs (Quick Impact Projects) and CVR (Community Violence Reduction) are gender responsive. • Supports the results-based budgeting (RBB) process and provides substantive inputs to results based reporting and analysis. Facilitates monitoring and reporting methodologies and benchmarking for all activities.

• Coordinates, as needed, with other UN agencies, Funds and Programmes that have complementary mandates on gender related issues through participating in working-level mechanisms, and coordinates with relevant institutions.

• Participates in national and/or regional meetings, workshops and training programmes relevant to the work of the team. • Facilitate dialogue between the Mission’s leadership and civil society organizations, including women’s groups, on gender issues. • Supports the organization of consultations for the Government Gender Machinery and women civil society leaders to strengthen women’s representation and participation in local, regional and national peace and political processes, including peace-mediation and reconciliation, and electoral processes.

Education

An advanced university degree (Master’s degree or equivalent) in law, international relations, social studies, gender studies, including women’s studies or in a related area.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in the field of international relations, law, gender, including women’s rights, peace-mediation and/or peacekeeping issues at policy and operational levels is required.

Strong experience in the promotion of gender equality in a post-conflict setting is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For this position fluency in oral and written English and French is required.
