The Government of Indonesia (GoI) has committed to address climate change including risks and vulnerabilities that could have implications to the national development agendas. Up to now, GoI has enacted several climate change policies and strategies, i.e RAN-GRK, RAN-API, NDC, Enhanced NDC, and Low Carbon Strategy for Low Carbon and Climate Resilience (LTS-LCCR). To finance the climate change actions, the government has to ensure that it not only has adequate funding but also to track and monitor the results of the programmes it implements. In addition to addressing the direct challenge of climate change, the GoI also needs to overcome the differential impact of climate change on gender and social inclusion. In Indonesia and other developing countries, many women work in the informal sector who depend on agricultural and plantation products. The changing climate increased the risk of natural disasters such as floods, heat waves and long droughts, which will be a high risk for women because they will lose their livelihoods.

During the two RPJMN periods, climate change and gender mainstreaming (PUG) have been defined as development strategies that are cross-sectoral. It is hoped that the implementation of PUG integration into the government planning and budgeting cycle can encourage the allocation of development resources to be more effective, accountable and fair in providing benefits to all Indonesian citizens, both men and women. As an effort to improve the accountability and track the budget allocations, the budget tagging tool is needed. Several thematic budget tagging themes are gender-responsive budget (ARG) with code (003), climate mitigation budget (004) and climate adaptation (007).

Project Context 

Since 2014, the Innovative Financing Lab, UNDP Indonesia began to support the Ministry of Finance through Indonesia’s Climate Finance Network (CFN) Project, to integrate climate change into the planning and budgeting system and there has been significant success in reforming public financial management systems to track climate related expenditures as well in strengthening budget formulation to consider cost and benefits in the context of climate change. This program will continue to focus on climate change as the entry point into budget reform given the existing relationships and gathering political momentum and integrate a concern with gender equality, as well as poverty and human rights into these climate related reforms. In addition, building on existing partnerships and on the experience of supporting budget reforms, UNDP also supported the Ministry of Finance and Ministry of Women Empowerment and Child Protection in integrating a gender responsive into the climate change budgeting. This was a crucial move as climate change disproportionally affects women.

Based on the successful experience, UNDP Indonesia aims to continue expand activities aimed to support gender responsive climate change budgeting, public climate budget-related issues through technical assistance in creating and advocating new climate finance instrument that are include gender lens. Therefore, to support the project implementation in identifying, developing, testing and delivering prototypes, including data management related to climate finance and gender and social inclusion, the Gender and Climate Finance Clerk is needed, to achieve the highest quality and standards to governments’ counterparts and international

Institutional Arrangement

The Gender and Climate Finance Clerk will work under the overall guidance of National Project Coordinator for Climate Finance. To support the PMU, the Project Clerk will be responsible to assist in the coordination, development and delivery of projects/programmes to support project implementation, including data management and communication with government’s partners, in order for the Indonesia’s Climate Finance Network (CFN) Project to achieve the highest quality and standards to relevant government’s stakeholders and partners. The Project Clerk will also assist on the day-to-day project implementation of the CFN’s project activities.

Duties and Responsibilities

Effective support for project management, project planning and implementation focusing on achievement of the following results

  • Provides support in overall project implementation, including compiles, summarizes, and presents basic information/data related on climate change, climate finance (public, private and others sources), gender and social inclusion responsive climate budgeting, or other related topics.
  • Provides support in reviewing and documenting all relevant project documents, including study reports, presentations, concept notes, infobriefs, etc.
  • Support in facilitating technical trainings with the key stakeholders at national and sub-national level, particularly on climate and gender budget tagging and other specific issue.
  • Provide support in collecting and maintaining the gender and climate change budgets annually and summarizing the data as a project’s database/pipeline.
  • Implement project standard operating procedures in line with the government and UNDP’s regulations.

Support to the effective reporting on the progress of project implementation 

  • Support in preparing annual work plans and project reports to donors quarterly/annually, in line with the monitoring and reporting guidelines, and present them to the project assurance team promptly.
  • Support in providing information/inputs on the progress of project activities to key stakeholders (if necessary), in the form of decks, info briefs, presentation materials, etc.

Provides administrative support to the Project Management Unit focusing on achievement of  the following  results

  • Provision of support in the organization of meetings/workshops/training, including preparation of meeting documents, such as ToRs, draft invitation letters, and agenda, as well as development of meeting notes and follow-up actions.
  • Provide support in maintaining the project’s database, including stakeholder database, study reports as well as project documents.

Effective support for partnerships, innovation, and communication to the implementation of resource mobilization 

  • Support in updating the database from development partners private sector, civil society, and other stakeholders who are counterparts for the project and able to compile simple data for further analysis.
  • Support event planning and implementation hosted by the unit and in liaison with both UNDP internal and external stakeholders.
  • In coordination with IFL’s Communication Team, UNDP’s Communication unit and other relevant counterpart communications departments, support in the documentation of project activities as well as the development of relevant/ necessary communication materials, as a tool to effectively communicate results, deepen stakeholder/ public knowledge and buy-in to the project, and resource mobilization for the project.
  • Effective administrative support for data collection for gender analysis and gender mainstreaming at the project level.

Support knowledge building and knowledge sharing focusing on the achievement of the following results

  • Participation in the training for the operations/projects staff.
  • Contributions to knowledge networks and communities of practice.
  • Ensure active participation and contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.
  • Support in developing as well as updating recent knowledge products, particularly those about Innovative Financing Lab’s work on Climate Finance Workstream.
