Description of the Assignment:  The objective of the GEF PPG is to develop the project concept into a full project: Accelerating Nature and Climate Action to Advance Nigeria’s Net Zero and ‘30×30’Targets in Nigeria. As described in the project concept (PIF/child project concept note), this project aims to support Nigeria in strengthening and bold nature-positive climate projects/programs that can help Nigeria towards achieving her net zero climate and biodiversity conservation goals. The potential of the project to achieve global environmental benefits across biodiversity conservation, climate change mitigation and restoration of marine ecosystems.

A. The upstream component with its focus on establishing and strengthening national governance structures and building consensus needed to achieve NZNP solutions will have a national scope.

B. The downstream component will support five (5) projects – two conservation and restoration projects and three clean energy investments – in different locations in the Niger Delta.

Period of assignment/services: 14 weeks (with possibility of extension)


1.              Purpose of the assignment:

The Gender and Stakeholder Engagement Specialist will support the team leader and ensure that the interests of all project stakeholders, especially vulnerable groups and marginalized groups such as IPLCs and women, are adequately considered in project design and that adequate provision is made for their participation in both the PPG and implementation phases of the project.

 The Gender and Stakeholder Engagement Specialist will:

       i)             Carry out a full gender analysis, forming the basis of a gender action plan and budget to guide gender mainstreaming during project implementation (The Comprehensive Stakeholder Engagement Plan, the Stakeholder Gender Analysis, and the Gender Action Plan and Budget must be attached as Annexes to the Project Document).

ii)             Support the PPG team to identify and engage with relevant stakeholders at national and sub-national levels, and provide logistical support for organizing workshops, meetings, as well as support data and information collection.

iii)           Identify and engage IPLCs in the project, ensuring that IPLCs participation is fully in compliance with UNDP SES standards.
