Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID funded global award (currently in its 5th year of implementation), that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance, and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Gender and Youth Advisor reporting to the Technical Director (TD) to support an upcoming USAID family planning program in Jordan that will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health, with aims to promote and provide quality family planning services to the population of Jordan.  

The Gender and Youth Advisor will lead efforts to integrate gender and youth sensitive into family planning programming. S/he will be responsible for providing strategic guidance and support to WCHD and HCAD in integrating gender and youth analyses and perspectives into their PHFP activities. The Advisor may also support gender and youth mainstreaming activities to sensitize Health Directorate staff (at governorate levels), community health committees and will work closely with the other technical advisors to ensure that gender and youth considerations are mainstreamed across their technical assistance, fostering inclusivity and addressing specific needs and challenges.

 

Responsibilities

  • Provide leadership and strategic design and direction to ensure programmatic integrity and technical guidance to the project and local stakeholders, including in the following:
    • improving health and age- and life-stage appropriate information access, equity, and quality of care, particularly for adolescent girls, youth, and women
    • implementing policies and programs for sustainable scale-up of High Impact Practices among youth and women
    • working with national stakeholders to promote gender-sensitive FP/RH programming innovations and engagement with youth
    • expanding and strengthening quality improvement efforts for care
    • working with national stakeholders to find creative ways to engage young women and men in sensitization and awareness creation about FP/RH in general and services when relevant
  • Assist PHFP leaders to conceptualize, develop, coordinate and implement innovative gender and youth strategies and interventions
  • Work with teams to develop understanding of and to develop strategies to overcome gender-related barriers to accessing services, including men’s involvement and mobility limitations.
  • Contribute to the development of evidence-based, youth-focused and gender-sensitive clinical training materials and standards, supervisory systems and other materials needed
  • Provide technical assistance, mentoring, and capacity building at the individual and organizational level in specific areas of expertise, including but not limited to youth, gender, and equity.
  • Work with teams to strengthen gender-sensitive service delivery components of training and job aids for and by community health workers.
  • Build appropriate youth and gender capacity for Jhpiego, MOH and its other local partners where appropriate
  • Work with HCAD to integrate community-based programmatic approaches to youth and gender equity and gender integration, including within behavior change communication, community mobilization, advocacy, and engagement of community leaders/role models
  • Provide cross-cutting technical guidance to ensure that youth and gender are adequately addressed in all activities
  • Develop and maintain strong working relationships with Jordanian MOH, USAID and in particular, USAID/Jordan, local implementing partners, youth networks and groups, private sector partners, and other key stakeholders to maximize resources and avoid duplication of effort.
  • Represent Jhpiego and the project’s progress, achievements, and lessons learned to donors other key stakeholders and through meetings, conferences, and presentations.
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results, including but not limited to gender- and age-disaggregated data
  • Work with the Project Director to ensure compliance with the terms of the award, contribute to annual workplanning, routine and ad hoc reporting to the donor, MCGL-wide documentation and knowledge management efforts, including use of SharePoint platforms.
  • Work with finance and project staff to develop and track project budgets over the course of the program activities
  • Perform other duties as assigned by the supervisor.

Required Qualifications

  • Master’s degree in Public Health, Social Sciences or demonstrated equivalent through experience.
  • Minimum 5 years’ experience designing, managing and implementing programs in that seek to increase gender equality, empower women and girls, support youth programming and strengthen FP/RH service delivery
  • Experience coaching and mentoring youth to engage in public speaking or leadership roles. Ability to coach, mentor and develop capacity of Ministry of Health, MCGL program and other partner technical staff in the areas of youth- and gender-based approaches within health and family planning programs
  • Strong analytical skills, especially for conducting gender and youth analyses.
  • A good knowledge of gender and global development issues, preferably with understanding of USAID’s approach to gender equality.
  • Knowledge of or ability to rapidly become familiar with USAID’s youth approaches and priorities, including USAID’s Youth Policy, positive youth development, adolescent- and youth- responsive health systems, and age- and life-stage tailored interventions.
  • Familiarity with USAID regulations and policies or willingness to complete online learning or review documents in English and adhere or incorporate these in day to day work.
  • Understanding of USG localization policies and tools
  • Expertise with different monitoring and evaluation approaches, including qualitative methods.
  • Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills.
  • Strong writing skills, both for technical and program reports.
  • Experience working with civil society organizations, governments, donors, and international organizations.
  • Fluent in English, (written and oral communication) and Arabic.
