NCA’s thematic portfolio places a strong emphasis on prevention, risk mitigation and response to gender-based violence (GBV) in both humanitarian and development contexts. The GBV advisor will play a key role in providing overall quality assurance to the NCA’s GBV portfolio. Given NCA’s triple mandate, the advisor will work closely with other thematic advisors – both in development and humanitarian fields, to enhance NCA’s integrated programming and adopt a nexus approach.

In this position you will ensure that humanitarian GBV prevention and response programmes will be implemented timely and with quality and adhere to donor requirements and international standards. The position is based in NCA’s Head Office in Oslo. You will be at part of the Humanitarian Division in the Department of International Programmes.

NB! This position requires travelling to country offices and field responses, including to high-risk areas and travel on short notice.

Job description

  • Contribute to professional development of NCA’s GBV portfolio across the organisation, and keep the organisation updated professionally on new trends and developments.
  • Representing NCA in relevant global coordination forums.
  • Support both Head Office and NCA country offices with resource mobilisation efforts in developing GBV thematic portfolio.
  • Provide technical leadership and expertise in the development of proposals to relevant donors, both private and public.
  • Integrate GBV prevention, response and risk-mitigation considerations across all sectors of NCA’s work, supporting integration with other thematic areas.
  • Provide in-country technical support to GBV programmes, from supporting country strategy development, start-up of programmes, and capacity building.
  • Contribute to development of technical resources, policies, research and learning activities within GBV.
  • Take the initiative in documenting lessons learned, best practices and case studies to shape in-country strategies and programme approaches and contribute to broader sector learning.
  • Work closely with the Monitoring & Evaluation team to put in place GBV sector M&E plans, ensuring this is linked to reporting requirements, and build the capacity of technical field staff in carrying out the work.

Strong preference with candidates who have experience in implementing mental health and psycho-social support programmes (MHPSS)

Qualifications

  • Advanced degree in social work, social science, gender studies, humanitarian affairs, international development, or related field. Solid and relevant field experience can replace formal education.
  • Minimum 2 years of proven specialised experience in GBV prevention and response programming in conflict and post-conflict settings, with solid knowledge of international humanitarian standards for GBV.
  • Solid experience in training and capacity building, particularly using participatory and community-based approaches and methods for training related to different components of GBV programming.
  • Experience in supporting donor application processes and/or quality assure the technical components.
  • Fluency in English is required, Norwegian, French, and/or Arabic are an advantage/desirable.
