Duty station: Baghdad Office.

Duration of assignment: 3 months (45 working days).

1.INTRODUCTION:

About Expertise France:

Expertise France is a public agency part of the AFD Group, merging six agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various development and institutional cooperation fields, including safety and security reform, post-crisis/stability, public health, human rights, strengthening of institutions and NGOs, and governance.

Expertise France designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

 

2.DESCRIPTION OF THE PROJECT:

The overall aim of the IWEE project, financed by the Agence Française de Développement (AFD), is to contribute to the economic empowerment of Iraqi women and reduce gender inequalities by increasing their income. The objective will be pursued through three components: supporting the structuring of the female entrepreneurial ecosystem, supporting the creation of micro-enterprises and the development of existing businesses created by Iraqi women.

 

3.JOB SUMMARY:

Expertise France is recruiting a Gender Expert for a 3-month contract, as part of the Iraqi Women Economic Empowerment (IWEE) project, and this contract will be renewable according to the project needs. The Gender Expert will be responsible for provide technical inputs by using gender perspective for the planning, conducting and reporting of related project outputs. The requested reports should be in high quality and delivered in a timely manner in line with projects’ activity time plans.

 

4.PURPOSE OF THE CONSULTANCY / ASSIGNMENT:

Under the supervision of the Project Manager, the Gender & Entrepreneurship Expert will be responsible for providing advisory and technical support on gender and entrepreneurship mainstreaming for EF’s implementing partners in Iraq. He/she will carry out the following activities:

 

  • Reviewing project documents: This involves reviewing assessments, studies, reports, and analyses to ensure that they incorporate gender considerations and are gender-sensitive, and providing recommendations on how to improve gender inclusiveness.
  • Conducting a gender analysis: This involves identifying and analyzing the gender-specific impacts of the project on women and girls. This information can help inform the project design and implementation strategies.
  • Developing a gender mainstreaming strategy: Develop and propose a plan to ensure that gender considerations are integrated into all aspects of the project, including project design, implementation, monitoring, and evaluation.
  • Providing gender-sensitive training: Conduct training for project staff, partners, and stakeholders on the importance of gender mainstreaming, gender-based violence, and other gender-related issues. This can help raise awareness and build capacity among project stakeholders.
  • Monitoring and evaluating gender outcomes: This involves tracking and measuring the impact of the project on different genders and identifying any gender-specific challenges or opportunities. This can help ensure that the project is meeting its gender objectives and making progress towards gender equality.
  • Advocating for gender equality: This involves advocating for the importance of gender equality and the inclusion of gender considerations in all aspects of the project, both internally and externally, to raise awareness and build support for gender mainstreaming.
  • Understanding women in business: transfer knowledge and latest trends in private sector including challenges and opportunities to the team and implementing partners through monthly newsletter.
  • Enhancing entrepreneurial aspects: This should be conducted in all segments across the country (urban and rural areas) and evaluating training material and capacity building on the indicator of the program.
  • Assessing entrepreneurship outcomes: Track and measure the project’s impact on entrepreneurial development, identifying challenges or opportunities. This will ensure the project meets its entrepreneurship goals and progresses towards economic empowerment.

Qualifications & Preferred Skills

5.TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

  • Relevant university/master’s degree in gender, entrepreneurship or other relevant fields; ideally related to Humanitarian/Development sectors.
  • At least 5 to 7 years of experience in fields related to the assignment required.
  • Sound knowledge of international donors’ procedures.
  • Strong knowledge of key principles, international conventions, national laws, policies and strategies related to gender equality, protection, and women’s empowerment.
  • Experience in building capacity for local CSOs.
  • Excellent writing skills with high proficiency in English and Arabic.
  • Ability to prepare publications, reports and presentations.
  • Sound knowledge and understanding of gender and entrepreneurship challenges in Iraq.
  • Experience about the authoritative policy and technical advice in the areas of gender equality, non-discrimination, and inclusion.
  • Extensive experience in community engagement and participation in development programming.
  • Willingness and ability to provide remote and in-person training to local partner CSOs.
  • Excellent analytical skills; ability to develop program tools; synthesize new information, research and evidence; and to use it to adapt current programming or design new programming.
  • Ethics and values: demonstrate and safeguard ethics and integrity.
  • Development and innovation: take charge of self-development and take initiative.
  • Work in teams: demonstrate ability to work in a multicultural, multiethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
  • Strong communication skills and ability to lead discussions/meetings.
  • Fluency in Arabic and English.
  • High level of flexibility required.

 

6.DUTY STATION:

Baghdad with potential travels to the other Iraqi governorates.
