Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women MCO-Caribbean (MCO) covers 22 English and Dutch-speaking countries and territories in the Caribbean. The MCO currently maintains a physical presence in five (5) countries but there remains high and consistent demand for the exercise of UN Women’s integrated mandate across the 22 countries and territories. The MCO Caribbean 2022 -2025 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life across all Outcome Areas and Peace and Security within the context of Outcomes 4 and 5.

Context

All Caribbean countries have committed to the 2030 Sustainable Development Agenda. In 2016, eighteen Dutch and English-speaking countries of the region and Overseas Territories along with six UN Country Teams (UNCTs) on which the MCO sits, namely Barbados & the Organisation of Eastern Caribbean States (OECS), Belize, Guyana, Jamaica, Suriname and Trinidad and Tobago signed onto the United Nations Multi-Country Sustainable Development Framework (UN MSDF). The MSDF defines how the UN and CARICOM member states will jointly achieve the SDG and Development Results for the period 2017-2021. The MSDF has four (4) strategic priority areas, across which gender is systematically mainstreamed and integrated:
• An inclusive, equitable, and prosperous Caribbean
• A healthy Caribbean
• A cohesive, safe, and just Caribbean
• A sustainable and resilient Caribbean

The programme will be implemented both at the regional and multi-country level.

Task description

Under the overall supervision of the UN Women MCO – Caribbean Representative, and day-to-day supervision of the Planning and Coordination Specialist Jamaica, the UN Volunteer will support the implementation of UN Women’s activities in line with UN Women rules and regulations. S/he will provide financial, administrative, and logistic support and will work in close collaboration with the communication and operations team.
1. Provide administrative and logistical support to the management of programmes
• Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
• Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
• Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
• Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.
2. Provide administrative support to the financial management of the Programme Unit
• Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
• Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
• Process payments and prepare non-PO vouchers for development projects;
• Create requisitions in Quantum for development projects; register good receipts in Quantum.
3. Provide administrative support to the Programme Unit
• Undertake logistical, administrative and financial arrangements for the preparation and implementation of field activities, events, assessments, meetings, workshops and missions;
• Make travel arrangements for the Programme Team, including travel requisitions and claims;
• Prepare relevant documents, including drafting minutes, project summaries, conference papers, briefing notes, speeches, and donor profiles and assemble briefing materials and prepare PowerPoint and other presentations, in collaboration with the Programme team;
• Organize and coordinate filing of documents; maintain mailing lists.
• Provide administrative support for UN Women- MCO initiatives including workshops, retreats, celebration days (International Women’s Day, 16 Days of Activism against Gender-Based Violence, etc.).
• Provide administrative support for inter-agency or other coordination activities with implementing and development partners
4. Provide technical support to the implementation and management of the Normative programme
• Provide technical support in the implementation of programme activities; Develop technical knowledge products
• Maintain relationships with national partners to support implementation and expansion of the Normative programme;
• Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.
• Participate in UN Women events and stakeholder meetings and public information events, as delegated
5. Provide inputs to advocacy, knowledge building and communication efforts
• Develop background documents, briefs and presentations related to the Normative Framework.
• Support the coordination of advocacy campaigns, events, trainings, workshops and knowledge products;
• Support the coordination of the development of knowledge management methodologies, and products on the Normative frameworks
