Against this backdrop, UN Women is recruiting a Gender Field Officer (GFO) Coordination Analyst to provide coordination and technical support to the work of GFOs by analyzing results achieved during implementation of activities and supporting appropriate application of systems and procedures, supporting knowledge generation and dissemination to ensure evidence-based programming is prioritized internally and lobbied externally.

The GFO Coordination Analyst will report to the Programme Analyst, Gender Responsive Governance and Protection. S/he/they will work in close collaboration with the programme and operations teams within the sub-office in Cox’s Bazar and the country office in Dhaka, and will maintain close relations with the Gender in Humanitarian Action (GiHA) Coordinator, with UN sister agencies, women’s rights- and women-led organizations and government officials in the refugee camps to ensure an effective and timely response to gender equality priorities in camp-level humanitarian responses in Cox’s Bazar.

The incumbent will also work closely with the UN Women regional office GiHA unit to ensure the application of best practices and alignment with national, regional and global commitments and guidance. The GFO Coordination Analyst also represents UN Women Sub-Office externally, coordinating closely with the Protection Sector and Gender in Humanitarian Action Working Group (GiHA WG) of the Inter-Sector Coordination Group.

Duties and Responsibilities

1. Provide coordination and technical support to the GFOs

  • Support the GFOs to develop and implement one common GFO workplan, ensuring this is informed by camp-level gender assessments and aligned with the priorities of the GiHA WG in Cox’s Bazar;
  • Provide technical support to, and coordinate and monitor the implementation of GFO activities, recording relevant issues and risks, and recommendations;
  • Support GFOs to ensure integration of gender equality issues and priorities in camp-level assessments and reports, including Inter-Sector Coordination Group (ISCG) situational reports.

Support knowledge and information production and management

  • Support clear and effective communication with camp management and humanitarian actors on GFO activities and on camp-level gender in humanitarian action priorities;
  • Lead the preparation of planning and reporting related to GFO work, ensuring data is compiled for relevant Inter-Sector Coordination Group (ISCG) monitoring and reporting, and prepare inputs for UN Women and donor reports on the results of GFO work at the activity and output levels;
  • Provide written inputs to and coordinate the development of GFO knowledge products.

3. Coordinate and lead GFO capacity development activities to advance gender mainstreaming in the response

  • Lead the identification of the capacity development needs of camp-level actors on gender equality and gender mainstreaming, using the results to develop a related camp-level capacity development plan and to prepare/adjust related technical resources and tools;
  • Coordinate technical advice provided by GFOs to camp-level actors, including on humanitarian standards and international norms, and coordinate trainings, facilitating learning sessions as needed.

4. Provide technical support to enhance GFO engagement in camp-level coordination and planning processes

  • Support GFOs to identify opportunities for collaboration, complementarities, and partnerships to advance coherent approaches to gender equality priorities at the camp-level;
  • Advise GFOs to ensure that their engagement with camp management actors is informed by international norms and inter-agency standards.

5. Provide technical and coordination support to strategic partnerships building and resource mobilization

  • Guide GFO activities to ensure that these create avenues for local WLOs and WROs and women’s networks and groups to engage with camp management actors, and to ensure they are informed of available services and support.
  • Support collection of inputs by GFOs from WLOs and WROs and women’s networks on gender equality priorities and ensure that these inform discussions on humanitarian response priorities.
  • Contribute camp-level inputs to GiHA WG meetings in Cox’s Bazar, participating in related meetings.
  • Contribute written inputs to UN Women engagements resource mobilization efforts and donor engagement related to the work of GFOs.

6.

Provide technical support to the management of people and finances related to GFO activities

  • Oversee the work of GFOs;
  • Support the recruitment and work of short-term deployments related to GFO activities;
  • Monitor the allocation and disbursement of funding related to GFO activities, maintaining an updated budget utilization plan and performing budget revisions when required;
  • Monitor implementation of relevant audit recommendations;
  • Provide inputs to relevant financial reports;
  • Undertake any other duties as requested.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in gender/ women’s studies, public administration, law, social sciences, human rights, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of relevant work experience at the national or sub-national level in development and/or humanitarian programme implementation, monitoring and evaluation, donor reporting and capacity building;
  • Experience in gender equality programming in humanitarian action;
  • Experience in the Rohingya refugee response is an asset;
  • Experience coordinating and liaising with government actors is an asset.

Language Requirements:

  • Fluency in English, and Bengali is required;
  • Knowledge of Chittagonian and/or Rohingya will be an asset.
