A comprehensive yet concise set of indicators and monitoring framework, with metadata is developed for the Sendai GAP, that can be used by all stakeholders.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

UNDRR has been co-leading the development of the Gender Action Plan to Support Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai GAP) with United Nations Population Fund (UNFPA) and UN Women. This has been a multistakeholder consultative process with three rounds of consultations, as well as written comments, from government and non-government stakeholders, with the Sendai GAP due to be launched in March 2024. To measure implementation of the Sendai GAP a set of indicators will now be developed. The monitoring and reporting for the Sendai GAP will use two existing mechanisms established under the Sendai Framework for countries and stakeholders – the Sendai Framework Monitor (SFM) and the Sendai Framework Voluntary Commitments (SFVC) online platform.

The purpose of this Gender Indicators Consultancy is to develop and finalise a short set of indicators aligned to the Sendai GAP, that can be used by both government and non-government stakeholders to measure progress on Sendai GAP implementation. Under the supervision and guidance of UNDRR’s Gender Advisor, the consultant will be responsible for:

  • Developing a set of proposed indicators aligned to the Sendai GAP that will measure both the achievement of the overall goal, as well as the key objectives and individual actions. These indicators should be both quantitative and qualitative, and include both result and process indicators. The indicators will primarily be used at the national level. Metadata to accompany the framework will also be developed.
  • Reviewing the feedback received to date on monitoring and reporting on the Sendai GAP, and undertaking consultations on the proposed indicators with a range of stakeholders, including government and non-government stakeholders who have engaged in consultations to develop the Sendai GAP.
  • Ensuring the Sendai GAP indicators build on and align with overall Sendai Framework indicators, as well as with indicators for other relevant global agreements and frameworks, and their gender action plans.
  • Collaborating with staff who manage the Sendai Framework Monitor and the Sendai Voluntary Commitments Platform to establish reporting of these indicators in the platforms.
  • Finalising the indicators and metadata based on feedback received.

Qualifications/special skills

  • Advanced university degree in Public Administration, Social Sciences, International Relations, Law, Development Studies, Gender, Political Science, Economics or any other relevant field is required. A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 10 years of relevant experience in programme planning, monitoring and evaluation, including the development of indicators and results frameworks at the international level is required.
  • Experience working in disaster risk reduction, gender equality and women’s leadership, at the international level is required.
  • Experience working on global frameworks such as Sendai Framework for Disaster Risk Reduction, Sustainable Development Goal (SDG), etc. is desirable.

Languages

  • Fluency of English is required.
