Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Morocco has been committed to implementing GRB since 2002, through various constitutional, legal, and political reforms launched in the early 2000s. In 2013, the Centre of Excellence for Gender Responsive Budgeting (CE-BSG) was created within the Ministry of Economy and Finance, with the aim of supporting the implementation of GRB. UN Women has supported the Ministry of Economy and Finance in this process since 2002, through a partnership renewed in 2013 aimed at strengthening the Centre of Excellence and supporting the implementation of the principles conveyed by the Organic Finance Law n°130-113 relating to the Finance Law (LOF) adopted in 2015.
The GRB Programme is implemented in close collaboration with the Centre of Excellence for Gender Responsive Budgeting, housed within the Ministry of Economy and Finance of Morocco.
The consultant is responsible for coordinating the Gender Responsive Planning and Budgeting portfolio which includes leading the implementation of the GRB Programme, coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances of the programme.
The consultant will be reporting to the Head of Morocco Country Office and will be supported by the Project Assistant who will be the point of contact on the contract and payment issues.
Duties and Responsibilities
Description of Responsibilities /Scope of Work
- Coordinate the Gender Responsive Planning and Budgeting Programme
- Coordinate the overall Programme work plan development and implementation in close collaboration with the Ministry of Economy and Finance of Morocco;
- Lead the implementation of programme activities;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and financial reports to donors ;
- Establish systems for project planning, implementation and monitoring, in collaboration with national institutional partners;
- Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the GRB Programme, raise potential problems and suggest solutions;
- Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
- Coordinate the monitoring and reporting on the GRB Programme
- Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
- Monitor progress of implementation of activities and finances using results-based management tools.
- Provide substantive inputs to the preparation of donor and UN Women reports
- Provide inputs from the Gender Responsive Planning and Budgeting programme activities and results to Country Office reporting.
- Manage finances of the GRB programme
- Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
- Build partnerships and support in developing resource mobilization strategies
- Provide inputs to the development of partnerships and resource mobilization strategies.
- Advocate and facilitate knowledge building and management and communication
- Document the programme implementation process and products;
- Develop background documents, briefs and presentations related to gender responsive planning and budgeting;
- Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
- Coordinate the development of knowledge management methodologies, and products on governance, gender responsive planning and budgeting.
- Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.
Consultant’s Workplace and Official Travel
This is an office-based consultancy.
Reporting requirements:
The consultant will provide monthly status reports which may include updates on the progress of project activities.

Required Skills and Experience
Education and Certification:
- Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
- Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
Languages:
- Fluency in French and English is required.
- Knowledge of Arabic is an asset
